Changes made to Time-Off In Lieu for employees represented by CMG

To resolve issues raised by CMG members and their managers, the Guild and CBC/Radio-Canada have agreed to change the time period when Time-Off In Lieu (TOIL) is earned and can be taken or paid out.

Under the current provisions, TOIL is earned during the calendar year (January to December) and must be used no later than March 31 of the following year. This has been problematic. Managers found it difficult to schedule TOIL between January and March and employees are generally not pleased about having to take TOIL during the winter months to avoid it being paid out.

As it is felt the summer months offer greater opportunity to use earned TOIL, the Guild and CBC/Radio-Canada have agreed to make the following changes:

-TOIL will be accumulated from June 1 to May 31 of the following year.
-Any unused TOIL must be taken by the end of August.
-Any remaining balance of TOIL will be paid out in September.

In order to transition to this new schedule, employees will accumulate TOIL for the current year up until the end of May 2014 and will be able to use it before the end of August 2014. Any unused TOIL earned from January 1, 2013 to May 31, 2014 will be paid out in September 2014.

We hope this change will benefit employees, their managers and CBC/Radio-Canada.

All other aspects regarding the accumulation, use and payout of TOIL are unaffected by these changes.
