Il pr\u00e9voit que ce forum de discussion sera pr\u00eat d\u2019ici le 20 janvier. Ce type de forum va grandement faciliter les \u00e9changes du Comit\u00e9. <\/p>\n<p>Comit\u00e9 de l\u2019\u00e9quit\u00e9 salariale\u2026 Le pr\u00e9sident rapporte que le comit\u00e9 de s\u00e9lection \u00e0 la SRC-CBC \u00e9tudient toujours les demandes faites pour les deux postes disponibles sur le comit\u00e9 de l\u2019\u00e9quit\u00e9 salariale.<\/p>\n<p>Comit\u00e9 ex\u00e9cutif national de la GCM\u2026Le Comit\u00e9 des droits de la personne et \u00e0 l\u2019\u00e9quit\u00e9 de la Guilde s\u2019est entendu pour examiner des moyens de coordonner le travail du comit\u00e9 avec les objectifs \u00e9tablis par la Guilde. Le comit\u00e9 explorera la possibilit\u00e9 de s\u2019organiser en groupes non traditionnels, comme dans les secteurs o\u00f9 il y a un nombre important de membres qui proviennent de groupes en qu\u00eate d\u2019\u00e9quit\u00e9. Il tentera aussi de trouver des moyens pour rendre le syndicat plus pertinent aupr\u00e8s des membres qui appartiennent \u00e0 des groupes en qu\u00eate d\u2019\u00e9quit\u00e9 et fera de s\u00e9rieux efforts pour accueillir de nouveaux membres dans les milieux de travail.<\/p>\n<p>Trucs Web\u2026Pour ceux qui ne l\u2019ont pas encore fait, il faut faire parvenir une courte biographie ainsi qu\u2019une photo pour la page Web du comit\u00e9 au http:\/\/www.cmg.ca\/humanrightsFR.shtml<\/p>\n<p>Stationnement pour personnes handicap\u00e9es\u2026Edwin Terry a abord\u00e9  la question de l\u2019accessibilit\u00e9 \u00e0 des places de stationnement pour les personnes handicap\u00e9es, particuli\u00e8rement celles en fauteuil roulant. Ing Wong-Ward affirme qu\u2019elle est au courant de cet enjeu depuis une quinzaine d\u2019ann\u00e9es. Le chef de production du \u00ab Disability Network \u00bb de l\u2019\u00e9poque avait besoin d\u2019une place de stationnement. Il en a obtenu une gr\u00e2ce au gestionnaire de la dotation en personnel de l\u2019\u00e9poque. Mais elle avait d\u00fb menacer le Service de l\u2019exploitation des immeubles d\u2019aller jusqu\u2019au niveau des vice-pr\u00e9sidents de la SRC pour obtenir gain de cause. Il y a eu des accommodements, mais il n\u2019y a pas eu de changements syst\u00e9miques pour attribuer automatiquement une place de stationnement \u00e0 une personne handicap\u00e9e qui en a besoin.<\/p>\n<p>La Soci\u00e9t\u00e9 a r\u00e9cemment fait part de sa politique, par le biais de son Comit\u00e9 de sant\u00e9 et s\u00e9curit\u00e9 au travail, qui permet aux personnes handicap\u00e9es de stationner dans l\u2019immeuble voisin de la Commission de la s\u00e9curit\u00e9 professionnelle et de l\u2019assurance contre les accidents de travail. Cette politique pr\u00e9voit aussi que la SRC fournira une escorte afin d\u2019assurer la s\u00e9curit\u00e9 des personnes qui utilisent ce stationnement. Le probl\u00e8me est que le stationnement en question est quand m\u00eame assez loin. La personne qui stationne \u00e0 cet endroit doit emprunter un ascenseur dans l\u2019\u00e9difice de la CSPACAT jusqu\u2019au hall o\u00f9 se trouve des restaurants pour ensuite prendre un escalier mobile et un ascenseur avant d\u2019arriver aux ascenseurs principaux de l\u2019\u00e9difice de la SRC\/CBC. Cet ascenseur<br \/>\nest toujours en r\u00e9paration ce qui rend l\u2019acc\u00e8s au Centre canadien de radiodiffusion tr\u00e8s difficile pour les personnes handicap\u00e9es. Michael dit qu\u2019un rapport plus complet concernant cette question sera disponible pour le comit\u00e9. <\/p>\n<p>Congr\u00e8s de la GCM\u2026La Guilde canadienne des m\u00e9dias pr\u00e9pare son congr\u00e8s de la fin mai 2010. Terri Monture nous informe qu\u2019elle fait partie du comit\u00e9 organisateur. Le comit\u00e9 des droits de la personne et \u00e0 l\u2019\u00e9quit\u00e9 s\u2019entend pour dire que le congr\u00e8s devrait \u00eatre enti\u00e8rement accessible \u00e0 tous les membres provenant des groupes en qu\u00eate d\u2019\u00e9quit\u00e9 et que les membres de ces groupes devraient \u00eatre encourag\u00e9 \u00e0 participer en tant que d\u00e9l\u00e9gu\u00e9s. Le comit\u00e9 croit aussi que les enjeux chers aux membres des groupes en qu\u00eate d\u2019\u00e9quit\u00e9 devraient avoir une place importante au programme du congr\u00e8s. <\/p>\n<p>Rencontre en personne\u2026Le comit\u00e9 a discut\u00e9 du besoin de se rencontrer en personne lors de l\u2019ann\u00e9e 2010. Cette rencontre pourrait avoir lieu lors du congr\u00e8s de la fin du mois de mai. Le comit\u00e9 s\u2019entend pour \u00e9tudier le besoin d\u2019un tel face-\u00e0-face et les sujets de discussion \u00e0 mettre \u00e0 l\u2019ordre du jour.<\/p>\n<p>Ajournement\u2026le comit\u00e9 est d\u2019accord pour se rencontrer \u00e0 nouveau le mercredi 20 janvier 2010 \u00e0 19h00. Cet outil facilitera nos communications, car certains d\u2019entre nous ne peuvent pas participer aux conf\u00e9rences t\u00e9l\u00e9phoniques \u00e0 cause d\u2019autres engagements. Entretemps, chacun de vous devrait quand m\u00eame pouvoir faire leur part de travail pour le comit\u00e9.<\/p>\n<p>Des nouvelles des \u00c9tats-Unis\u2026 Le plus haut dirigeant d\u2019une salle de r\u00e9daction d\u2019origine sud-asiatique, Peter Bhatia, qui cumule les fonctions d\u2019\u00e9diteur adjoint du Oregonian de Portland a \u00e9t\u00e9 nomm\u00e9 lundi dernier l\u2019\u00e9diteur du quotidien. Il succ\u00e8de \u00e0  Sandra Mims Rowe qui remplissait ces fonctions depuis 1993. http:\/\/mije.org\/richardprince\/peter-bhatia-named-oregonian-editor (en anglais seulement)<\/p>\n<p>Des dossiers qui m\u2019occupent et qui pourraient vous int\u00e9resser\u2026Le Comit\u00e9 conjoint en mati\u00e8re d\u2019\u00e9quit\u00e9 \u00e0 l\u2019emploi (CCEA) \u00e0 la SRC\/CBC. Bien que cette section de mon rapport semble s\u2019appliquer \u00e0 la SRC\/CBC, elle pourrait aussi int\u00e9resser les gens des autres sous-sections de la GCM et du SCA \/CWA. La loi f\u00e9d\u00e9rale sur l\u2019\u00e9quit\u00e9 en mati\u00e8re d\u2019emploi s\u2019applique \u00e0 toutes les industries qui sont de juridiction f\u00e9d\u00e9rale et elle pourrait bien s\u2019appliquer \u00e0 votre employeur, particuli\u00e8rement les radiodiffuseurs. En tant que militants syndicaux, cette loi nous donne des outils avec lesquels travailler.<\/p>\n<p>La SRC\/CBC et ses syndicats ont amorc\u00e9 la r\u00e9daction du prochain plan d\u2019\u00e9quit\u00e9 en mati\u00e8re d\u2019emploi tel qu\u2019exig\u00e9 par la loi f\u00e9d\u00e9rale sur l\u2019\u00e9quit\u00e9 en mati\u00e8re d\u2019emploi. Le comit\u00e9 conjoint a tenu une rencontre le mercredi 9 d\u00e9cembre afin de se pencher sur les d\u00e9tails. La GCM \u00e9tait le seul syndicat pr\u00e9sent \u00e0 cette r\u00e9union. La Soci\u00e9t\u00e9 pr\u00e9pare des changements et elle s\u2019assure qu\u2019ils seront implant\u00e9s. Les militants des droits de la personne et \u00e0 l\u2019\u00e9quit\u00e9 de la Guilde ont contribu\u00e9 des concepts de base et des propositions concr\u00e8tes. Il a fallu plusieurs ann\u00e9es avant d\u2019en arriver \u00e0 ce niveau de collaboration. <\/p>\n<p>Comit\u00e9 d\u2019\u00e9quit\u00e9 salariale\u2026Sept individus ont pos\u00e9 leur candidature afin de combler les deux postes disponibles au sein du Comit\u00e9 d\u2019\u00e9quit\u00e9 salariale de la SRC\/CBC.  Il s\u2019agit d\u2019un comit\u00e9 pr\u00e9vu par la convention collective, mais il est inactif depuis plusieurs ann\u00e9es. Le Comit\u00e9 de s\u00e9lection pr\u00e9voit \u00e9tudier ces candidatures. Il fera ses recommandations \u00e0 l\u2019ex\u00e9cutif de la sous-section de la SRC\/CBC au plus tard mardi. J\u2019esp\u00e8re que la s\u00e9lection finale se fera le mardi 15 d\u00e9cembre afin que ce Comit\u00e9 se mette en branle au d\u00e9but de la Nouvelle ann\u00e9e.<\/p>\n<p>Comit\u00e9 ex\u00e9cutif national de la GCM\u2026Vous trouverez ci-dessous mon rapport de la plus r\u00e9cente rencontre du CEN. Il s\u2019agit de mes notes et non du proc\u00e8s-verbal de cette r\u00e9union.<\/p>\n<p>Guilde canadienne des m\u00e9dias<br \/>\nNotes de la rencontre du Comit\u00e9 ex\u00e9cutif national (CEN)<br \/>\nLe vendredi 20 novembre et le samedi 21 novembre 2009<br \/>\nToronto, Ontario<br \/>\nMichael D\u2019Souza, directeur Droits de la personne et \u00e0 l\u2019\u00e9quit\u00e9<\/p>\n<p>Le CEN a eu \u00e0 la fin du mois de novembre une r\u00e9union bien remplie. Les deux grandes questions qui ont retenu l\u2019attention ont \u00e9t\u00e9 le budget et l\u2019orientation en vue de l\u2019ann\u00e9e \u00e0 venir.  <\/p>\n<p>Les priorit\u00e9s en 2010\u2026Le CEN a pass\u00e9 les trois derni\u00e8res heures de sa rencontre \u00e0 discuter des priorit\u00e9s de l\u2019an prochain. Les compressions de personnel, comme celles \u00e0 la SRC\/CBC, signifient que le nombre de membres est \u00e0 la baisse de plusieurs centaines. Cette situation entraine une chute des revenus pour le syndicat au moment o\u00f9 le travail \u00e0 accomplir va en s\u2019accroissant. Nous avons aussi besoin de red\u00e9finir notre motivation premi\u00e8re en tant que syndicat pour le b\u00e9n\u00e9fice de nos militants et de nos membres. Finalement, il y a la question financi\u00e8re pour faire tout ce travail.<\/p>\n<p>Recrutement\u2026L\u2019ex\u00e9cutif s\u2019est entendu de fa\u00e7on quasi unanime pour faire du recrutement dans d\u2019autres milieux de travail une priorit\u00e9 pour l\u2019ann\u00e9e \u00e0 venir. Nous avons d\u00e9j\u00e0 des membres dans plusieurs lieux de travail o\u00f9 se produisent un accroissement ou une consolidation des activit\u00e9s. Des compagnies mettent sur pied de nouvelles entreprises afin de profiter de nouvelles opportunit\u00e9s et, dans certains cas, elles regroupent d\u2019autres exploitations sous un m\u00eame toit. L\u2019occasion est belle pour nous, militants syndicaux, d\u2019inviter d\u2019autres travailleurs \u00e0 se joindre \u00e0 nous. Un autre segment de travailleurs qui sont d\u2019int\u00e9r\u00eat pour nous: les pigistes ou, comme certains d\u2019entre eux aiment se faire appeler, des entrepreneurs ind\u00e9pendants ou des collaborateurs. La GCM repr\u00e9sente d\u00e9j\u00e0 un grand nombre de pigistes, particuli\u00e8rement ceux qui travaillent \u00e0 la CBC.<\/p>\n<p>Pertinence<br \/>\nDes questions qui sont souvent pos\u00e9es par les membres :<br \/>\nPourquoi faire partie d\u2019un syndicat ?<br \/>\nPourquoi m\u2019engager dans les activit\u00e9s du syndicat ?<br \/>\nPourquoi je paie des cotisations ?<\/p>\n<p>Il y a des r\u00e9ponses assez simples \u00e0 toutes ces questions, mais il est troublant que les gens se questionnent \u00e0 ce propos. En tant que syndicat, nous devons mieux expliquer notre pertinence \u00e0 nos membres. Nous devons faire preuve de plus d\u2019ouverture aupr\u00e8s des nouveaux membres. La composition d\u00e9mographique de notre structure dirigeante ne refl\u00e8te pas la diversit\u00e9 du pays ou de la force de travail que nous repr\u00e9sentons. <\/p>\n<p>D\u00e9penses prioritaires\u2026Comme je l\u2019\u00e9crivais au d\u00e9but de ce rapport, nos revenus sont \u00e0 la baisse \u00e0 la suite des compressions de personnel. Malgr\u00e9 cela, il y a toujours de nouvelles propositions et de nouveaux projets \u00e0 mettre en branle. Il faut aussi injecter de l\u2019argent dans le fonds de d\u00e9fense afin de mieux se pr\u00e9parer \u00e0 d\u00e9fendre les acquis de nos membres lorsqu\u2019ils sont menac\u00e9s ou remis en question. Il y a des d\u00e9saccords entre la direction et le syndicat m\u00eame dans les milieux de travail les mieux g\u00e9r\u00e9s et la d\u00e9fense des membres requiert des ressources financi\u00e8res.   <\/p>\n<p>Allons de l\u2019avant\u2026Le comit\u00e9 ex\u00e9cutif s\u2019entend pour dire que ces trois enjeux sont prioritaires en 2010. Ils sont tous inter-reli\u00e9s. Pendant que nous recruterons, nous ferons mieux comprendre notre pertinence aux membres et le recrutement dans de nouveaux milieux de travail signifiera aussi une augmentation de nos revenus. R\u00e9ciproquement, une meilleure gestion financi\u00e8re r\u00e9sultera en plus de ressources pour le recrutement et un meilleur plan de communication aupr\u00e8s des membres et ainsi de suite.<\/p>\n<p>Budget\u2026Le CEN a adopt\u00e9 un budget de plus de 5 millions de dollars pour l\u2019ann\u00e9e 2010. Les pr\u00e9visions de d\u00e9penses sont en baisse de 6% par rapport \u00e0 2009. De cette somme de 5 millions, seulement un million de dollars sera r\u00e9serv\u00e9 aux d\u00e9penses discr\u00e9tionnaires. Le reste de cette somme sera consacr\u00e9 \u00e0 des d\u00e9penses fixes, comme les salaires, le loyer, l\u2019arbitrage, les n\u00e9gociations de convention collectives et ainsi de suite. Il y aura un congr\u00e8s en 2010, comme \u00e0 tous les deux ans. Ce congr\u00e8s aura lieu \u00e0 la fin mai, \u00e0 Toronto. Le syndicat fait preuve de retenu afin de minimiser ses co\u00fbts sans toutefois affecter son utilit\u00e9. On propose de fournir des chambres d\u2019h\u00f4tel seulement aux d\u00e9l\u00e9gu\u00e9s de l\u2019ext\u00e9rieur de Toronto. On demande aussi aux agents administratifs de revoir le besoin de voyager et de r\u00e9gler des dossiers par d\u2019autres moyens. La baisse de nos revenus signifient qu\u2019il y aura moins d\u2019argent pour les projets et les sous-sections. On demande aux membres des diff\u00e9rents comit\u00e9s de limiter au minimum les rencontres en personne et de se servir davantage de la vid\u00e9oconf\u00e9rence.<\/p>\n<p>Conflit d\u2019int\u00e9r\u00eats\u2026Le CEN a adopt\u00e9 une nouvelle politique en mati\u00e8re de conflit d\u2019int\u00e9r\u00eats. Elle est simple mais je n\u2019ai pas en ce moment une version \u00e9lectronique de celle-ci. He expects to have something up by January 20. Such an electronic forum will further facilitate the committee\u2019s discussion and deliberation.<br \/>\nPay Equity Committee<br \/>\nThe chair reported that the union\u2019s selection committee at the CBC is still considering applications made for the two positions on the pay equity committee.<br \/>\nCMG-National Executive Committee<br \/>\nThe Joint HR&#038;EC agreed to consider ways to co-ordinate its work with the objectives set by the CMG. It will explore ways of organizing in non-traditional groups\u2026 such as sectors with large numbers of members of equity seeking groups. It will also endeavour to look at ways to make the union more relevant to members of equity seeking groups and make a concerted effort to welcome new members in the workplace.<br \/>\nWeb stuff<br \/>\nMembers, who haven\u2019t done so yet, said they would forward short biographies and photographs to be posted on the committee\u2019s webpages at http:\/\/www.cmg.ca\/humanrightsEN.shtml<br \/>\nParking for People with Disabilities<br \/>\nEdwin Terry raised the issue of accessible parking for people with disabilities, particularly people using wheelchairs. Ing Wong-Ward reported that she\u2019s been aware of the issue for about 15 years. The then-executive producer of \u00ab\u00a0The Disability Network\u00a0\u00bb required parking. Due to the efforts of the then-staffing manager, he got it. But she had to threaten building operations that she would take the issue right up to the vice-presidential level. Parking accommodations were made, but we&rsquo;ve been unable to make a systemic change to ensure anyone who has needs it since, gets it.<br \/>\nThe CBC has recently issued a policy, with its Health and Safety Committee, that people with disabilities can park at the adjacent WSIB building and will provide a security escort to people using this parking. The problem that even this adjacent parking facility is a long way away and requires the use of an elevator in the WSIB Building to the food concourse then a lift and elevator before getting to the main elevators at the CBC. The lift is chronically out of order and that makes it very difficult for people with disabilities to get into the Broadcasting Centre. Michael says he\u2019ll have a more extensive report on this issue for the committee.<br \/>\nCMG Convention<br \/>\nThe Canadia Media Guild is planning its convention for late May 2010. Terri Monture reported that she is on the steering committee for the convention. The Joint HR&#038;EC agreed that the convention should be fully accessible to all members of equity seeking groups and members of these groups should be encouraged to attend as delegates. The committee also agreed that issues important to members of equity groups should be prominent on the agenda of the convention.<br \/>\nFace-to-face Meeting<br \/>\nThe committee discussed the need for a face-to-face meeting in 2010. This could possibly be held in conjunction with the CMG convention in late May. I understand that some of you may not want to post pictures and that\u2019s \u2018k.<br \/>\nForum<br \/>\nAs we discussed at our last meeting Turk Chan is working on a forum. This will help our discussions and deliberations because some of you can\u2019t make the \u2018phone conferences because of other commitments. But between the forum and the meetings all of you should be able to contribute to the work of the committee.<br \/>\nNews from the U.S.<br \/>\nHighest-Ranking Newsroom Leader With S. Asian Roots<br \/>\nPeter Bhatia, executive editor of the Oregonian in Portland, has been named the paper&rsquo;s top editor, the Oregonian announced late Monday, succeeding Sandra Mims Rowe, editor of the paper since 1993.<br \/>\nhttp:\/\/mije.org\/richardprince\/peter-bhatia-named-oregonian-editor<br \/>\nStuff I\u2019ve been busy with and you may be interested in:<br \/>\nJoint Employment Equity Committee (JEEC) at the CBC<br \/>\nWhile this portion of my report may seem to apply to the CBC, those of you from other branches of the CMG and CWA\/SCA should pay some attention to it. The Federal Employment Equity Act applies to all federally regulated industries and may apply to your employer, especially broadcasters. The act gives us some tools to work with as union activists.<br \/>\nThe CBC and its unions are well on their way to drafting the next Employment Equity Plan as required under the Federal Employment Equity Act. The joint committee met on Wednesday, December 9 to go over the details. The CMG was the only union at this meeting. The Corporation is moving from compliance with federal legislation to actually planning for change and making sure that such plans are implemented. The CMG Human Rights and Equity activists have contributed much to this new plan from fundamental concepts to specific proposals. But it has taken us, at the CBC, many years to reach this level of co-operation.<br \/>\nPay Equity Committee<br \/>\nSeven people have applied for the two positions on the CBC Pay Equity Committee. This is a committee mandated under the Collective Agreement but has been dormant for many years. The selection committee expects to deliberate on the applications and have a recommendation for the CBC Branch Executive by Tuesday. I am hoping to have the selection made at the Tuesday, December 15 so we can get on with the work of the committee in the New Year.<br \/>\nNEC of the CMG<br \/>\nAttached is my report on the last meeting of the NEC. Remember these are only my notes and not the minutes of meeting.<\/p>\n<p>Canadian Media Guild<br \/>\nNotes from the meeting of the National Executive Committee (NEC)<br \/>\nFriday, November 20 and Saturday, November 21, 2009<br \/>\nToronto, Ontario<br \/>\nBy: Michael D\u2019Souza<br \/>\nDirector, Human Rights and Equity<br \/>\nThe NEC had a busy session at the end of November. The two big issues were the budget and setting a path for the future.<br \/>\nPriorities for 2010<br \/>\nThe NEC spent the last three hours of its meeting talking about priorities for next year. The job losses at places like the CBC means the membership has shrunk by several hundred and the union\u2019s financial resources have contracted while the work that needs to be done keeps expanding. We also need to address a primary motivation for the union, its activists and its relevance to its members. And finally there\u2019s a question of money to do all this work.<br \/>\nOrganizing<br \/>\nThe executive, almost unanimously, agreed that organizing other workplaces was the highest priority for next year. We already have members in several workplaces where operations are expanding or consolidating. Companies are setting up new ventures to take advantage of new opportunities and in some cases bringing other operations together under one roof. This presents an opportunity to us, as union activists, to invite others to join our ranks. Another area is freelancers or as some choose to call themselves, independent contractors or contributors. The CMG already represents a large number of freelancers, especially at the CBC.<br \/>\nRelevance<br \/>\nQuestions often asked by members:<br \/>\nWhy should I belong to the union?<br \/>\nWhy should I be active in the union?<br \/>\nWhy am I paying dues?<br \/>\nAll question that have pretty straightforward answers but the fact that people ask the questions is troubling. We as a union have to better explain ourselves to our membership. We must be more open to new comers. The ranks of our leadership do not reflect the diversity of the country or the shop floors we work on.<br \/>\nPrioritize Spending<br \/>\nAs I said at the top our financial resources are dwindling as our membership drops. Yet there are always new proposals and new projects we must undertake. We also must rebuild our defence fund to be better prepared to defend our members when their rights are threatened or challenged. Even in the best-run workplaces with the best relationships between the union and management there are disagreements and the defence of members costs money.<br \/>\nForward<br \/>\nThe executive agreed that these three areas are priorities for the union in 2010. They are all linked. As we organize we will better explain our relevance to our members and organizing new workplaces will also mean an improvement in revenues. Conversely better financial management will mean more resources for organizing and better explaining ourselves to our members etc.<br \/>\nBudget<br \/>\nThe NEC adopted a budget of more than five million dollars for 2010. Projected spending is down six per cent from this year. But of the five million dollars only about one million is discretionary. The rest is committed to things like salaries, rent, arbitration, negotiation on collective agreements etc.  Next year is also a convention year; we have one every two years. In 2010 the convention will be held in Toronto at the end of May. The union is being very frugal with the convention to keep costs down while not affecting its usefulness. One recommendation is to limit hotel accommodation for Toronto-area delegates to only those who live outside an easy commuting distance. Staff reps are being asked to review the need for travel and to try and resolve issues using other means. The dropping revenue means that there will be less money for projects and the branches. Committees are being asked to limit face-to-face meetings and use other means to attend to business, such as videoconferences.<br \/>\nConflict of Interest<br \/>\nThe NEC also adopted a new policy for conflict of interest. It\u2019s pretty straightforward but I don\u2019t have an electronic copy of it right now.
