Le texte de l\u2019accord est disponible dans tous les bureaux. Le vote de ratification est pr\u00e9vu plus tard ce mois-ci.  <\/p>\n<p>Le comit\u00e9 de n\u00e9gociation vous recommande d\u2019accepter ce projet de r\u00e8glement.  En voici les principaux \u00e9l\u00e9ments:<\/p>\n<p>&#8211;  Le 1er juillet 2007, tous les \u00e9chelons salariaux des groupes 1 et 3 de la r\u00e9daction seront relev\u00e9s. Le salaire des employ\u00e9s du groupe 1 (chef des nouvelles) augmentera \u00e0 1510,16 $ par semaine. Les salaires des employ\u00e9s du groupe 3 (reporter\/r\u00e9dacteur, photographe national, correspondant \u00e0 l\u2019\u00e9tranger, \u00e9diteur photo, \u00e9diteur photo\/photographe) passeront \u00e0 :  <\/p>\n<p>Au d\u00e9but &#8211; 806,99 $<br \/>\n1 an &#8211; 891,69 $<br \/>\n2 ans &#8211; 976,40 $<br \/>\n3 ans &#8211; 1 069,21 $<br \/>\n4 ans &#8211; 1 157,93 $<br \/>\n5 ans &#8211; 1 300,62 $<\/p>\n<p>&#8211;  Le 1er juillet 2007, tous les employ\u00e9s obtiendront une augmentation de salaire de trois pour cent (3%).<br \/>\n&#8211;  Le 1er janvier 2008, tous les employ\u00e9s obtiendront une augmentation de salaire d\u2019un pour cent (1 %).<br \/>\n&#8211;  Le 1er juillet 2008, tous les employ\u00e9s obtiendront une augmentation de salaire d\u2019un pour cent (1 %).<br \/>\n&#8211;  Le 1er janvier 2009, tous les employ\u00e9s obtiendront une augmentation de salaire d\u2019un et demi pour cent (1,5 %).<br \/>\n&#8211;  Le 1er juillet 2009, tous les employ\u00e9s obtiendront une augmentation de salaire d\u2019un et trois quarts pour cent (1,75 %).<\/p>\n<p><b>Salaires:<\/b> Votre comit\u00e9 de n\u00e9gociation estime que ce r\u00e8glement est acceptable.  Nous avons accept\u00e9 de laisser tomber la r\u00e9troactivit\u00e9 et de r\u00e9partir les augmentations afin d\u2019obtenir des augmentations plus \u00e9lev\u00e9es du salaire de base au cours des trois ann\u00e9es du contrat. Pr\u00e8s de 40 % de tout montant vers\u00e9 en r\u00e9troactivit\u00e9 aurait pu \u00eatre impos\u00e9. De plus, un nouveau versement de r\u00e9troactivit\u00e9 aurait pu faire en sorte que certains d\u2019entre vous seriez pass\u00e9s dans une fourchette d\u2019imposition plus \u00e9lev\u00e9e, \u00e9tant donn\u00e9 que la r\u00e9troactivit\u00e9 de 2006 vous a \u00e9t\u00e9 pay\u00e9e en f\u00e9vrier.<\/p>\n<p>Comme vous le savez, nous avons entrepris ces n\u00e9gociations en vue d\u2019obtenir une r\u00e9mun\u00e9ration plus \u00e9lev\u00e9e pour les employ\u00e9s aux prises avec de nouvelles t\u00e2ches, notamment la vid\u00e9o. Nous croyons que le rel\u00e8vement des salaires des employ\u00e9s du groupe 1 avant l\u2019augmentation g\u00e9n\u00e9rale contribue, mais en partie seulement, \u00e0 compenser pour le fardeau de travail accru.<\/p>\n<p><b>Assurance \u2013 soins de la vue :<\/b> La prestation pour les soins de la vue passera de 170 \u00e0 250$ \u00e0 tous les deux ans. C\u2019\u00e9tait une question qui pr\u00e9occupait plusieurs d\u2019entre vous.<\/p>\n<p><b>Soins param\u00e9dicaux :<\/b> Le montant maximal de cette prestation, qui couvre des services comme la massoth\u00e9rapie, la chiropratique, l\u2019acupuncture et la psychologie, passe de 200 $ \u00e0 300 $ par personne, par ann\u00e9e. <\/p>\n<p><b>Affectations \u00e0 l\u2019ext\u00e9rieur de la ville (lettre d\u2019entente no 10) :<\/b> Nous avons r\u00e9crit cette lettre qui touche aux affectations \u00e0 l\u2019ext\u00e9rieur de la ville pour une dur\u00e9e de cinq jours ou plus. Le but : restaurer l\u2019esprit de ce que nous avions conclu \u00e0 l\u2019origine. Il est maintenant pr\u00e9cis\u00e9 que ce protocole ne s\u2019appliquera pas aux \u00e9v\u00e9nements comme les congr\u00e8s politiques et les proc\u00e9dures judiciaires.  \u00c0 la seule exception des \u00e9v\u00e9nements sportifs, le protocole ne s\u2019appliquera dans aucune ville dot\u00e9e d\u2019un bureau de la PC, si des employ\u00e9s du bureau travaillent en compagnie d\u2019employ\u00e9s de l\u2019ext\u00e9rieur de la ville. Nous avons aussi dress\u00e9, conjointement avec l\u2019employeur, une liste d\u2019\u00e9v\u00e9nements vis\u00e9s par ce protocole. La PC\/NTR devra consulter \u00e0 l\u2019avance la Guilde (et non les employ\u00e9s individuellement) au sujet de tout \u00e9v\u00e9nement qui ne figure pas sur la liste, sans quoi le protocole ne s\u2019appliquera pas. <\/p>\n<p><b>Protocole, \u00e9lections f\u00e9d\u00e9rales (lettre d\u2019entente no 14) :<\/b> Le protocole actuel n\u2019existe plus et la lettre \u00e0 cet effet a \u00e9t\u00e9 supprim\u00e9e de la convention collective. Nous avons accept\u00e9 de poursuivre les discussions en vue d\u2019en arriver \u00e0 un nouveau protocole. <\/p>\n<p><b>R\u00e9gime de la moyenne (lettre d\u2019entente no 17) :<\/b> L\u2019article 16.06 d\u00e9crit les postes don\u2019t les heures de travail sont calcul\u00e9es selon le r\u00e9gime de la moyenne. Nous avons maintenant d\u00e9fini ce qu\u2019est un journaliste sp\u00e9cialis\u00e9 (terme rempla\u00e7ant r\u00e9dacteur national), de fa\u00e7on \u00e0 \u00e9noncer clairement les crit\u00e8res qui \u00e9tabliront si les heures de travail d\u2019un poste devraient \u00eatre \u00e9tal\u00e9es. Nous avons \u00e9labor\u00e9 de nouveaux principes qui pr\u00e9cisent comment les employ\u00e9s don\u2019t les heures sont soumises au r\u00e9gime de la moyenne vont effectuer leur travail. Les employ\u00e9s don\u2019t les heures sont \u00e9tal\u00e9es travailleront d\u00e9sormais en fonction des m\u00eames r\u00e8gles de primes de quart que tous les autres employ\u00e9s. Tous les employ\u00e9s soumis au r\u00e9gime de la moyenne recevront un guide \u00e0 cet effet.  <\/p>\n<p><b>Primes de quart :<\/b> Le libell\u00e9 des articles 12 et 16 a \u00e9t\u00e9 modifi\u00e9 afin de refl\u00e9ter les nouvelles primes \u2013 7 % pour le travail de soir, 8 % la nuit et 6,5 % la fin de semaine \u2013 qui sont d\u00e9j\u00e0 en place depuis plusieurs semaines. Les r\u00e8gles s\u2019appliquent maintenant aux employ\u00e9s don\u2019t les heures de travail sont calcul\u00e9es selon la moyenne. L\u2019article 17 sur les vacances a aussi \u00e9t\u00e9 amend\u00e9, afin de pr\u00e9ciser la fa\u00e7on d\u2019appliquer la prime de quart pendant les vacances.  <\/p>\n<p><b>Employ\u00e9s \u00e0 temps partiel \u00e0 Montr\u00e9al :<\/b> Les postes de trois employ\u00e9s (un de NTR et deux des Services fran\u00e7ais) qui travaillent r\u00e9guli\u00e8rement plus de 28 heures par semaine ont \u00e9t\u00e9 convertis en postes permanents \u00e0 temps plein.   <\/p>\n<p>Juridiction (exclusions de l\u2019unit\u00e9 de n\u00e9gociation) La r\u00e9organisation du pupitre principal \u00e0 Toronto et la cr\u00e9ation du pupitre national ont modifi\u00e9 le travail de certains membres de la Guilde et de certains employ\u00e9s exclus du syndicat par le pass\u00e9. La chef des nouvelles de BN, Ellen Huebert, ainsi que la superviseure de l\u2019audio Rose Kingdon seront maintenant exclues. Vic Riding et Shawn Waddell, anciens membres du pupitre principal \u00e0 Toronto, reviendront au sein de la Guilde. Le poste de chef des nouvelles internationales fait maintenant partie de la Guilde, mais le titulaire actuel, Paul Loong, demeurera exclu \u00e0 titre personnel. <\/p>\n<p>Un nouveau service des vari\u00e9t\u00e9s, dot\u00e9 d\u2019une nouvelle directrice, a \u00e9t\u00e9 mis en place. Andrea Baillie a \u00e9t\u00e9 promue chef du service et sera exclue du syndicat apr\u00e8s la ratification de l\u2019entente. <\/p>\n<p><b>Dossiers touchant Montr\u00e9al :<\/b> L\u2019entreprise a accept\u00e9 de cr\u00e9er un poste de chef des nouvelles pour les Services fran\u00e7ais d\u2019ici la fin 2009. Elle diffusera \u00e9galement une note de service exposant les r\u00f4les et responsabilit\u00e9s de chaque cadre des Services fran\u00e7ais, de NTR et de CP au sein du bureau de Montr\u00e9al.  <\/p>\n<p><b>Gestion interne:<\/b><br \/>\n&#8211;  Avant que le Service en ligne en fran\u00e7ais ne soit d\u00e9m\u00e9nag\u00e9 \u00e0 Montr\u00e9al, l\u2019entreprise et la Guilde discuteront de la ise en \u0153uvre du changement et de la gestion du travail.<br \/>\n&#8211;  Les employ\u00e9s affect\u00e9s temporairement au poste de chef de bureau recevront un boni de 10 % en sus du salaire des employ\u00e9s du Groupe 1.<br \/>\n&#8211;  Pigistes : Le comit\u00e9 de travail discutera de la meilleure fa\u00e7on de surveiller le recours aux pigistes. La Guilde veut s\u2019assurer que les pigistes ne seront pas, dans les faits, des employ\u00e9s temporaires ou \u00e0 temps partiel.<br \/>\n&#8211;  Nous allons modifier la convention collective pour pr\u00e9ciser le fonctionnement du nouveau R\u00e9gime qu\u00e9b\u00e9cois d\u2019assurance parentale et son arrimage avec les r\u00e8gles de l\u2019entreprise sur les cong\u00e9s de maternit\u00e9 et les cong\u00e9s parentaux. <\/p>\n<p>C\u2019est maintenant \u00e0 vous de d\u00e9cider si le projet de r\u00e8glement r\u00e9pond \u00e0 vos attentes.
