{"id":18139,"date":"2005-08-05T00:00:00","date_gmt":"2005-08-05T00:00:00","guid":{"rendered":"http:\/\/cmg.ca\/fr\/2005\/08\/05\/lettre-du-president-de-la-sous-section-pcntr-4\/"},"modified":"2023-06-03T15:42:18","modified_gmt":"2023-06-03T19:42:18","slug":"lettre-du-president-de-la-sous-section-pcntr-4","status":"publish","type":"post","link":"https:\/\/cmg.ca\/fr\/nouvelles\/lettre-du-president-de-la-sous-section-pcntr-4\/","title":{"rendered":"Lettre du pr\u00e9sident de la sous-section PC\/NTR"},"content":{"rendered":"<p>Chers coll\u00e8gues et membres de la Guilde,<\/p>\n<p>Vous avez certainement pris connaissance du communiqu\u00e9 transmis par le comit\u00e9 de n\u00e9gociation qui rapportait bri\u00e8vement les r\u00e9sultats financiers de la soci\u00e9t\u00e9 pour le deuxi\u00e8me trimestre et qui proposait une l\u00e9g\u00e8re augmentation. Les donn\u00e9es financi\u00e8res d\u00e9taill\u00e9es ont \u00e9t\u00e9 communiqu\u00e9es lors d\u2019une r\u00e9cente r\u00e9union du comit\u00e9 employeur-employ\u00e9s (\u00e0 laquelle \u00e9taient \u00e9galement pr\u00e9sents des membres du comit\u00e9 de n\u00e9gociation). Comme l\u2019\u00e9quipe de n\u00e9gociation vous l\u2019a d\u00e9j\u00e0 dit, la soci\u00e9t\u00e9 a continu\u00e9 de faire mieux que pr\u00e9vu pour un deuxi\u00e8me trimestre cons\u00e9cutif, m\u00eame si le probl\u00e8me de la solvabilit\u00e9 du r\u00e9gime de pension continue de pi\u00e9tiner. Il n\u2019en reste pas moins que la nouvelle proposition salariale, \u00e0 laquelle la soci\u00e9t\u00e9 n\u2019a pas encore r\u00e9pondu, devrait \u00eatre tout \u00e0 fait r\u00e9alisable \u2013 et nous permettrait au moins de garder la t\u00eate hors de l\u2019eau.<\/p>\n<p>Plusieurs autres questions ont \u00e9t\u00e9 abord\u00e9es \u00e0 la r\u00e9union employeur-employ\u00e9s. Vous avez d\u00fb lire le communiqu\u00e9 sur les heures suppl\u00e9mentaires. Nous avons re\u00e7u plusieurs plaintes de divers services au sujet de pressions exerc\u00e9es sur des employ\u00e9s pour qu\u2019ils s\u2019abstiennent de d\u00e9clarer des heures suppl\u00e9mentaires l\u00e9gitimement travaill\u00e9es ou encore pour qu\u2019ils se fassent compenser leurs heures suppl\u00e9mentaires en temps, qu\u2019elles aient \u00e9t\u00e9 d\u00e9clar\u00e9es ou non. Aucune de ces solutions n\u2019est acceptable, et la haute direction a clairement affirm\u00e9 qu\u2019elle les rejetait toutes. Tenez-nous au courant si vous continuez d\u2019avoir ce genre de probl\u00e8me.<\/p>\n<p>Par ailleurs, nous avons donn\u00e9 notre accord \u00e0 ce qui pourrait \u00eatre un long processus concernant la \u00ab comp\u00e9titivit\u00e9 \u00bb. Au d\u00e9but, la soci\u00e9t\u00e9 tenait mordicus \u00e0 pouvoir d\u00e9placer \u00e0 son gr\u00e9 des employ\u00e9s qui sont actuellement prot\u00e9g\u00e9s contre les mutations impos\u00e9es (comme des employ\u00e9s du bureau d\u2019Ottawa ou les photographes nationaux) pour, disait elle, garder son avantage concurrentiel. En fait, les employ\u00e9s actuels conserveraient leurs droits acquis, puisque la soci\u00e9t\u00e9 envisage ce changement pour l\u2019avenir.  <\/p>\n<p>M\u00eame s\u2019il est clair que nous avons tout int\u00e9r\u00eat \u00e0 aider la soci\u00e9t\u00e9 \u00e0 demeurer comp\u00e9titive, nous avions plusieurs r\u00e9serves importantes au sujet de cette proposition. Apr\u00e8s une deuxi\u00e8me ronde de pourparlers, nous avons accept\u00e9 de discuter de ces questions, mais dans une perspective plus vaste. En effet, nous croyons qu\u2019il faut examiner comment les employ\u00e9s obtiennent de l\u2019avancement et comment ils sont mut\u00e9s partout dans la soci\u00e9t\u00e9 et pas seulement dans un ou deux services ou bureaux. C\u2019est dans le meilleur int\u00e9r\u00eat de tous d\u2019avoir un syst\u00e8me ouvert et juste, dans lequel les comp\u00e9tences et l\u2019exp\u00e9rience sont reconnues. Nous avons donc pr\u00e9vu une r\u00e9union employeur employ\u00e9s d\u2019une journ\u00e9e le mois prochain pour poursuivre nos discussions. <\/p>\n<p>Enfin, la soci\u00e9t\u00e9 nous a inform\u00e9s des progr\u00e8s r\u00e9alis\u00e9s au sujet de l\u2019examen de la planification strat\u00e9gique, qui a pour but de tracer la voie \u00e0 suivre pour la PC-NTR dans les cinq \u00e0 dix prochaines ann\u00e9es. Un consultant ind\u00e9pendant (embauch\u00e9 par le conseil) s\u2019est d\u00e9j\u00e0 mis \u00e0 la t\u00e2che. Il passera les prochains mois \u00e0 tenter de d\u00e9brouiller les complexit\u00e9s de la PC-NTR et la diversit\u00e9 de ses produits en plus de pr\u00e9ciser les attentes de nos membres-propri\u00e9taires et de nos autres clients. Il cherchera ensuite \u00e0 d\u00e9gager un consensus sur la fa\u00e7on dont la PC devrait fonctionner pour satisfaire tout le monde. L\u2019objectif est de terminer cette t\u00e2che au plus tard en juin prochain.
