{"id":18146,"date":"2007-02-08T00:00:00","date_gmt":"2007-02-08T00:00:00","guid":{"rendered":"http:\/\/cmg.ca\/fr\/2007\/02\/08\/18146\/"},"modified":"2023-06-03T15:37:52","modified_gmt":"2023-06-03T19:37:52","slug":"18146","status":"publish","type":"post","link":"https:\/\/cmg.ca\/fr\/nouvelles\/18146\/","title":{"rendered":""},"content":{"rendered":"<p>Chers coll\u00e8gues et amis de la GCM,<\/p>\n<p>Ce d\u00e9but d\u2019ann\u00e9e 2007 a \u00e9t\u00e9 tr\u00e8s affair\u00e9, alors en plus des v\u0153ux de circonstances, voici quelques informations :<\/p>\n<p><b>Paie r\u00e9troactive<\/b><br \/>\nVous avez probablement appris que vous recevrez bient\u00f4t \u00e0 peu pr\u00e8s l\u2019\u00e9quivalent d\u2019une semaine de salaire additionnelle. L\u2019argent provient d\u2019une entente conclue lors d\u2019une ronde de r\u00e9ouverture des salaires il y a plus d\u2019un an (gr\u00e2ce au comit\u00e9 de n\u00e9gociation form\u00e9 de Karine Fortin, James Stevenson, Scott Edmonds et Kathy Viner). <\/p>\n<p>Cette entente stipulait une augmentation salariale de deux pour cent en 2006, en vigueur le 31 d\u00e9cembre. Mais l\u2019entente stipulait que l\u2019augmentation serait r\u00e9troactive seulement si le gouvernement f\u00e9d\u00e9ral r\u00e9duisait les paiements de pension de la PC\/NTR pour l\u2019ann\u00e9e. Ces paiements ont \u00e9t\u00e9 r\u00e9duits et par cons\u00e9quent, l\u2019augmentation salariale est r\u00e9troactive au 1er janvier 2006. \u00c0 noter que la hausse est totalement ind\u00e9pendante de la ronde actuelle de n\u00e9gociations. <\/p>\n<p><b>Primes de quart<\/b><br \/>\nUn autre changement apport\u00e9 \u00e0 la structure salariale d\u00e9j\u00e0 en application d\u00e9coule de la pr\u00e9c\u00e9dente ronde compl\u00e8te de n\u00e9gociations, et porte sur les primes de quart. Les nouvelles primes ont \u00e9t\u00e9 rajust\u00e9es, en fonction du principe voulant que le quart de travail le plus difficile refl\u00e8te la prime la plus \u00e9lev\u00e9e. Ces changements n\u2019augmentent pas les co\u00fbts g\u00e9n\u00e9raux de l\u2019entreprise. \u00c0 partir de vos commentaires, nous avons introduit une prime de nuit de 8 pour cent. La prime de fin de semaine a \u00e9t\u00e9 augment\u00e9e \u00e0 6,5 pour cent et continue d\u2019\u00eatre vers\u00e9e en plus de toute prime de soir ou de nuit. La prime de soir, qui demeure \u00e0 7 pour cent, est maintenant vers\u00e9e seulement pour le nombre de quarts admissibles (minimum de deux) sur une semaine. Les employ\u00e9s dont les heures de travail sont calcul\u00e9es selon la moyenne, ainsi que les employ\u00e9s des TI sont aussi admissibles aux primes, en vertu des m\u00eames r\u00e8gles que les employ\u00e9s r\u00e9guliers de la r\u00e9daction.<\/p>\n<p>Il importe de noter que nous sommes encore \u00e0 d\u00e9battre le jargon juridique exact de la structure des primes de quart, afin de l\u2019ins\u00e9rer dans la nouvelle convention collective. Quand ce sera fait, nous vous ferons parvenir le texte en question. Surveillez l\u2019envoi des notes de service, afin d\u2019\u00e9viter toute incertitude ou malentendu quant au fonctionnement de ce nouveau syst\u00e8me. <\/p>\n<p><b>Vid\u00e9o<\/b><br \/>\nBeaucoup parmi vous veulent conna\u00eetre la position de la Guilde quant \u00e0 l\u2019introduction de la vid\u00e9o \u00e0 la Presse canadienne\/NTR. Plusieurs ont exprim\u00e9 leurs inqui\u00e9tudes concernant la charge de travail, les demandes concurrentes sur les journalistes et les r\u00e9dacteurs en chef, ainsi que le contr\u00f4le de la qualit\u00e9 et l\u2019int\u00e9grit\u00e9 journalistique. Nous discutons de ces questions avec l\u2019entreprise depuis plusieurs mois et de diverses fa\u00e7ons, y compris \u00e0 la table de n\u00e9gociation. Il semble d\u00e9sormais \u00e9vident que la vid\u00e9o, qui fait partie int\u00e9grante des nouveaux m\u00e9dias, est l\u00e0 pour rester. L\u2019entreprise fait valoir qu\u2019il s\u2019agit d\u2019un imp\u00e9ratif essentiel. Cependant, on ne peut demander aux journalistes et aux r\u00e9dacteurs en chef des journaux et de la radio \u2013 d\u00e9j\u00e0 soumis \u00e0 des pressions concurrentes \u2013 d\u2019en assumer le fardeau.<\/p>\n<p>Parmi les points que nous avons soulev\u00e9s et avec lesquels la direction est plus ou moins d\u2019accord :<\/p>\n<p>\u2022\tNous devons recevoir la formation requise<br \/>\n\u2022\tLa charge de travail est d\u00e9j\u00e0 \u00e9lev\u00e9e et ne devrait pas simplement augmenter<br \/>\n\u2022\tLa direction doit \u00e9tablir des priorit\u00e9s, et faire conna\u00eetre ses attentes clairement<br \/>\n\u2022\tLa qualit\u00e9 du travail ne devrait pas en souffrir<br \/>\n\u2022\tNous devons \u00eatre d\u00e9dommag\u00e9s d\u2019une fa\u00e7on qui refl\u00e8te \u00e9quitablement nos responsabilit\u00e9s accrues et la valeur pour l\u2019entreprise<\/p>\n<p>Pour l\u2019instant, le transport et l\u2019utilisation d\u2019une cam\u00e9ra vid\u00e9o restent une d\u00e9cision volontaire. Beaucoup d\u2019entre vous ont d\u00e9j\u00e0 produit des vid\u00e9os avec succ\u00e8s \u00e0 l\u2019\u00e9tendue du pays. Mais il est clair que tr\u00e8s bient\u00f4t, cette d\u00e9cision ne sera plus volontaire. Tenez-nous inform\u00e9s de vos essais concernant cette nouvelle facette de notre travail.<\/p>\n<p><b>Comit\u00e9 ex\u00e9cutif national<\/b><br \/>\nLe principal organisme d\u00e9cisionnel de la Guilde s\u2019est r\u00e9uni pour la premi\u00e8re fois cette ann\u00e9e, les 3 et 4 f\u00e9vrier dernier. Nous avons aussi finalis\u00e9 le budget 2007, qui approche rapidement les 6 millions $. Il me fait aussi plaisir de signaler un l\u00e9ger surplus budg\u00e9taire pour 2006. Par souci d\u2019\u00e9conomie, nous recommanderons d\u2019\u00e9liminer la r\u00e9union conjointe des pr\u00e9sidents de conseils, en faveur d\u2019un congr\u00e8s biennal \u00e9largi. Cette d\u00e9cision devra \u00eatre ent\u00e9rin\u00e9e par un referendum aupr\u00e8s des membres, alors vous recevrez l\u2019information en ce sens. La direction a eu une discussion anim\u00e9e sur la fa\u00e7on dont les pigistes (qui poss\u00e8dent \u00e0 l\u2019heure actuelle leur propre sous-section au sein de notre syndicat) s\u2019int\u00e8grent quand on sait que leurs rapports avec l\u2019employeur et la Guilde elle-m\u00eame peuvent \u00eatre pr\u00e9caires. C\u2019est un enjeu difficile \u00e0 r\u00e9gler, et que nous continuerons de suivre au cours des prochains mois.<\/p>\n<p>Et enfin, nous sommes en pleine recherche de nouveaux locaux pour le bureau national. Ce d\u00e9m\u00e9nagement, qui surviendra tard cet automne, d\u00e9coule en partie d\u2019une directive du congr\u00e8s de Calgary l\u2019an dernier, \u00e0 l\u2019effet que les bureaux de la Guilde doivent \u00eatre accessibles aux personnes handicap\u00e9es. <\/p>\n<p>Surveillez nos prochains communiqu\u00e9s sur le comit\u00e9 de n\u00e9gociation, ainsi que les autres notes de service de la Guilde sur l\u2019\u00e9volution pendant la saison froide.
