{"id":18640,"date":"2007-06-11T00:00:00","date_gmt":"2007-06-11T00:00:00","guid":{"rendered":"http:\/\/cmg.ca\/fr\/2007\/06\/11\/nombre-le-moins-eleve-demployes-de-cbcradio-canada-en-ild-depuis-2003-aucune-hausse-des-primes-2\/"},"modified":"2023-06-03T15:37:27","modified_gmt":"2023-06-03T19:37:27","slug":"nombre-le-moins-eleve-demployes-de-cbcradio-canada-en-ild-depuis-2003-aucune-hausse-des-primes-2","status":"publish","type":"post","link":"https:\/\/cmg.ca\/fr\/nouvelles\/nombre-le-moins-eleve-demployes-de-cbcradio-canada-en-ild-depuis-2003-aucune-hausse-des-primes-2\/","title":{"rendered":"Nombre le moins \u00e9lev\u00e9 d\u2019employ\u00e9s de CBC\/Radio-Canada en ILD depuis 2003, aucune hausse des primes"},"content":{"rendered":"<p>Voici certains faits saillants de la r\u00e9union de juin du Comit\u00e9 consultatif sur les avantages sociaux (CCAS) :<\/p>\n<p>\u2022\tLe taux de contribution \u00e0 l\u2019ILD (invalidit\u00e9 \u00e0 long terme) restera inchang\u00e9, alors que l\u2019\u00e9tat financier du r\u00e9gime s\u2019am\u00e9liore.<br \/>\n\u2022\tLes cong\u00e9s de maladie continuent d\u2019augmenter.<br \/>\n\u2022\tLe REER collectif a obtenu un bon rendement en 2006.<\/p>\n<p>Apr\u00e8s quelques ann\u00e9es plut\u00f4t mauvaises, le r\u00e9gime d\u2019invalidit\u00e9 \u00e0 long terme a montr\u00e9 une am\u00e9lioration marqu\u00e9e en 2006 et au cours des cinq premiers mois de 2007. Le r\u00e9gime, qui \u00e9tait d\u00e9ficitaire, accuse maintenant un l\u00e9ger surplus.  \u00c9tant donn\u00e9 cette am\u00e9lioration, le CCAS et Great West Life ont accept\u00e9 de renouveler la police au taux actuel de 1,7 pour cent du salaire r\u00e9gulier. En date de la fin mai, 301 employ\u00e9s \u00e9taient en ILD, le nombre le moins \u00e9lev\u00e9 depuis 2003. \u00c9tant donn\u00e9 que ces chiffres varient constamment, il est encore trop t\u00f4t pour \u00e9valuer si une tendance significative est en cours.<\/p>\n<p>Alors que la situation de l\u2019ILD s\u2019am\u00e9liore, celle des cong\u00e9s de maladie \u2013 ou l\u2019invalidit\u00e9 de courte dur\u00e9e (ICD) \u2013 ne d\u00e9montre aucune am\u00e9lioration. D\u2019apr\u00e8s les chiffres de CBC\/Radio-Canada, les employ\u00e9s ont eu recours \u00e0 plus de 68 000 jours d\u2019ICD, une augmentation de plus de 5 000 jours par rapport \u00e0 l\u2019ann\u00e9e pr\u00e9c\u00e9dente.  Le nombre moyen de jours de maladie par \u00e9quivalent \u00e0 temps plein \u00e9tait de 7,36 jours, en hausse par rapport \u00e0 7,26 jours l\u2019ann\u00e9e pr\u00e9c\u00e9dente. La Soci\u00e9t\u00e9 a chiffr\u00e9 le co\u00fbt de l\u2019ICD l\u2019an dernier \u00e0 15,3 millions de dollars, n\u2019incluant pas les co\u00fbts d\u2019un rempla\u00e7ant (lorsque fourni). Cette situation d\u00e9montre \u00e0 quel point il importe que la soci\u00e9t\u00e9 devienne beaucoup plus active au chapitre de la promotion de la sant\u00e9 et des activit\u00e9s de bien-\u00eatre, ce que r\u00e9clame le CCAS. <\/p>\n<p>Lors de la r\u00e9union du CCAS en juin, nous avons aussi \u00e9t\u00e9 inform\u00e9s du rendement du REER collectif, parrain\u00e9 par le CCAS et CBC\/Radio-Canada. En 2006, le taux de rendement global du panier de fonds \u00e9tait de 11,4 %. Le rendement obtenu variait de 4,03 % pour le march\u00e9 mon\u00e9taire conservateur \u00e0 un taux \u00e9lev\u00e9 de 29,02 % pour l\u2019un des fonds d\u2019actions \u00e9trang\u00e8res.  Nous estimons que le REER collectif est une option que les employ\u00e9s de CBC\/Radio-Canada devraient envisager en fonction de leur retraite. Il est \u00e0 noter que les frais de gestion des investissements sont inf\u00e9rieurs \u00e0 ceux de beaucoup d\u2019autres fonds semblables sur le march\u00e9 au d\u00e9tail des REER.<\/p>\n<p>De m\u00eame, Debra Alves, la nouvelle directrice g\u00e9n\u00e9rale du r\u00e9gime de retraite de CBC\/Radio-Canada, ainsi que le directeur g\u00e9n\u00e9ral sortant Steve Costman, nous ont inform\u00e9 sur le rendement du r\u00e9gime en 2006. Le r\u00e9gime est maintenant en bonne sant\u00e9 financi\u00e8re, tel que le d\u00e9montrait le surplus \u00e0 la fin de 2006. Le CCAS et la Soci\u00e9t\u00e9 sont en d\u00e9saccord sur la fa\u00e7on de d\u00e9penser ces surplus. Nous avons sollicit\u00e9 davantage d\u2019information, afin d\u2019\u00eatre en mesure de fournir des directives constructives et prudentes \u00e0 ce sujet. Nous estimons que la soci\u00e9t\u00e9 ne devrait pas monopoliser le surplus par l\u2019entremise d\u2019un cong\u00e9 de cotisations valant 77 millions de dollars.<\/p>\n<p>Il s\u2019agissait aussi de la derni\u00e8re r\u00e9union du CCAS pour le repr\u00e9sentant de la GCM Philippe Bourbeau, qui quittera \u00e0 la fin juin.
