{"id":18668,"date":"2005-03-10T00:00:00","date_gmt":"2005-03-10T00:00:00","guid":{"rendered":"http:\/\/cmg.ca\/fr\/2005\/03\/10\/la-src-propose-de-rationaliser-les-rachats-dannees-de-service-2\/"},"modified":"2023-06-03T15:42:52","modified_gmt":"2023-06-03T19:42:52","slug":"la-src-propose-de-rationaliser-les-rachats-dannees-de-service-2","status":"publish","type":"post","link":"https:\/\/cmg.ca\/fr\/nouvelles\/la-src-propose-de-rationaliser-les-rachats-dannees-de-service-2\/","title":{"rendered":"La SRC propose de rationaliser les rachats d\u2019ann\u00e9es de service"},"content":{"rendered":"<p>La SRC projette de changer la fa\u00e7on dont les employ\u00e9s rach\u00e8tent les ann\u00e9es de service ouvrant droit \u00e0 pension, tel que le temps pass\u00e9 en tant qu\u2019employ\u00e9 contractuel ou temporaire. \u00c0 l\u2019heure actuelle, il existe pr\u00e8s d\u2019une douzaine de dispositions diff\u00e9rentes dans le r\u00e9gime de retraite de la Soci\u00e9t\u00e9 pour racheter les ann\u00e9es de service. La vari\u00e9t\u00e9 et la complexit\u00e9 des dispositions de rachats sont d\u00e9routantes, difficiles \u00e0 administrer et difficiles \u00e0 comprendre pour les employ\u00e9s. <\/p>\n<p>La Soci\u00e9t\u00e9 a l\u2019intention de remplacer toutes les m\u00e9thodes de rachats par une seule approche qui ferait que les employ\u00e9s ach\u00e8teraient les ann\u00e9es de service sur une base actuarielle. Dans le cadre du r\u00e9gime, les employ\u00e9s qui sont en mesure de faire un rachat seraient inform\u00e9s de leurs droits actuels et futurs. Les gens disposeraient d\u2019une p\u00e9riode de temps limit\u00e9e pour faire un choix, soit utiliser leurs rachats actuels ou adopter le nouveau proc\u00e9d\u00e9. La soci\u00e9t\u00e9 projette d\u2019instaurer le proc\u00e9d\u00e9 \u00e0 formule unique d\u2019ici janvier 2006.<\/p>\n<p>Bien que nous pr\u00f4nons l\u2019usage d\u2019une m\u00e9thode unique et simplifi\u00e9e, nous n\u2019appr\u00e9cions gu\u00e8re le fait que la SRC refuse d\u2019indiquer si le nouveau proc\u00e9d\u00e9 permettrait aux employ\u00e9s de racheter les ann\u00e9es de service qui ne sont pas admissibles \u00e0 l\u2019heure actuelle. Par exemple, de nombreux membres de la Guilde disposent de temps de service de l\u2019ACTRA qu\u2019ils n\u2019ont jusqu\u2019\u00e0 lors pas \u00e9t\u00e9 en mesure d\u2019utiliser. La Soci\u00e9t\u00e9 affirme que cette d\u00e9cision sera prise sous peu. Toutefois, lors de notre r\u00e9union du mois de mars, ses repr\u00e9sentants n\u2019ont pas \u00e9t\u00e9 capables de fournir davantage de renseignements. Nous les incitons vivement \u00e0 clarifier la situation dans les plus brefs d\u00e9lais pour mettre tout le monde sur un pied d\u2019\u00e9galit\u00e9.<\/p>\n<p>Par ailleurs, en ce qui a trait au r\u00e9gime de retraite, les membres du REER collectif noteront bient\u00f4t des changements au fonds international d\u2019actions offert actuellement. Le REER collectif suit le mod\u00e8le du r\u00e9gime flexible de la SRC de d\u00e9laisser le fonds international d\u2019actions Laketon en raison de probl\u00e8mes de rendement \u00e0 long terme, et de le remplacer par le fonds AIM Trimark. Les membres auront la possibilit\u00e9 de laisser l\u2019argent d\u00e9j\u00e0 investit dans le fonds Laketon, mais \u00e0 l\u2019avenir ils ne pourront plus contribuer \u00e0 ce fonds par le biais du REER collectif.<\/p>\n<p>La Soci\u00e9t\u00e9 a organis\u00e9 des s\u00e9ances d\u2019informations sur le r\u00e9gime flexible et le REER collectif. Nous jugeons que les deux r\u00e9gimes sont des programmes valables qui offrent aux employ\u00e9es de bonnes options de placements pour leur r\u00e9gime de retraite. Toutefois le taux de participation des employ\u00e9s continue d\u2019\u00eatre faible. Nous encourageons nos membres \u00e0 s\u2019informer \u00e0 savoir quel plan leur convient le mieux. <\/p>\n<p>La Guilde et les syndicats du Qu\u00e9bec et de Moncton ont accept\u00e9s de modifier les conventions collectives pour fournir davantage d\u2019options d\u2019assurance \u00ab lib\u00e9r\u00e9e \u00bb pour les employ\u00e9s et les retrait\u00e9s. Dans le pass\u00e9, les employ\u00e9s et les retrait\u00e9s recevaient une police d\u2019assurance-vie imposable de 4 000 $ \u00e0 l\u2019\u00e2ge de 65 ans. Pour certains membres, l\u2019imp\u00f4t sur le revenu r\u00e9duisait \u00e0 n\u00e9ant la plupart des b\u00e9n\u00e9fices accumul\u00e9es. D\u00e9sormais, les employ\u00e9s et les retrait\u00e9s auront le choix d\u2019accepter une police d\u2019assurance temporaire de 25 000 $ qui s\u2019\u00e9tendra jusqu\u2019\u00e0 l\u2019\u00e2ge de 70 ans ou ils pourront refuser chacun des avantages. \u00c0 long terme, notre objectif est de fournir un avantage plus cons\u00e9quent, mais cela est un d\u00e9but. <\/p>\n<p>Lors de notre r\u00e9union, six demandes d\u2019aide au Fonds sp\u00e9cial d\u2019assistance pour les soins de sant\u00e9 ont \u00e9t\u00e9 accept\u00e9es. Le fonds a pour but d\u2019aider les employ\u00e9s et les pensionn\u00e9s \u00e0 amortir des frais exceptionnels de soins de sant\u00e9 qui autrement ne sont pas couverts par un autre r\u00e9gime d\u2019assurance de soins m\u00e9dicaux priv\u00e9 ou public. Plus de renseignements sur le fonds sont disponibles aupr\u00e8s des membres du Comit\u00e9 consultatif des avantages sociaux (CCAS) ou du service des ressources humaines \u00e0 la SRC.<\/p>\n<p>La r\u00e9union du mois de mars \u00e9tait une premi\u00e8re pour trois nouveaux repr\u00e9sentants de la GCM au CCAS. Carrie May, Ralph Legare et Philippe Bourbeau se sont joints \u00e0 Barbara Saxberg, Jon Soper et Dan Oldfield comme membres titulaires du comit\u00e9. Arnold Amber, pr\u00e9sident de la sous-section de la SRC a \u00e9galement assist\u00e9 aux r\u00e9unions du mois de mars.
