Cette entente :  <\/p>\n<p>\u2022\tassure que les exc\u00e9dents futurs du r\u00e9gime de retraite seront partag\u00e9s \u00e9quitablement;<br \/>\n\u2022\tpr\u00e9serve le r\u00e9gime de retraite \u00e0 prestations d\u00e9termin\u00e9es ;<br \/>\n\u2022\tmaintient un r\u00e9gime d\u2019assurance compl\u00e9mentaire de qualit\u00e9. <\/p>\n<p>Cette entente pr\u00e9serve le r\u00e9gime de retraite \u00e0 prestations d\u00e9termin\u00e9es. Elle s\u2019engage aussi \u00e0 r\u00e9partir \u00e9quitablement les surplus du r\u00e9gime. En d\u2019autres mots, lorsque l\u2019employeur re\u00e7oit un dollar, les employ\u00e9s et les retrait\u00e9s recevront \u00e9galement un dollar. Finalement, l\u2019entente assure que Radio-Canada\/CBC continuera de financer le r\u00e9gime de soins de sant\u00e9 et pr\u00e9voit la cr\u00e9ation d\u2019un fonds sp\u00e9cial dans l\u2019\u00e9ventualit\u00e9 o\u00f9 la croissance des co\u00fbts du syst\u00e8me de soins de sant\u00e9 d\u00e9passerait les pr\u00e9visions annuelles.<\/p>\n<p><b>CE QUE VOUS DEVEZ SAVOIR<\/b><\/p>\n<p>Malheureusement, ce ne sont pas tous les travailleurs qui peuvent avoir acc\u00e8s \u00e0 des caisses de retraite et \u00e0 des r\u00e9gimes de soins de sant\u00e9. En fait, de nombreux travailleurs canadiens ne jouissent d\u2019aucun de ces programmes. Les droits dont vous b\u00e9n\u00e9ficiez \u00e0 Radio-Canada\/CBC ont \u00e9t\u00e9 n\u00e9goci\u00e9s au fil de plusieurs d\u00e9cennies. Mais ces droits sont soumis \u00e0 l\u2019\u00e9rosion de l\u2019\u00e9conomie et aux assauts de divers paliers de gouvernement.  <\/p>\n<p>La plupart des employ\u00e9s de Radio-Canada\/CBC ont la chance de participer \u00e0 un r\u00e9gime de pensions \u00e0 prestations d\u00e9termin\u00e9es &#8211; un r\u00e9gime qui leur assure un revenu pr\u00e9visible \u00e0 leur retraite, index\u00e9 \u00e0 l\u2019augmentation du co\u00fbt de la vie. Moins de 10 % des travailleurs canadiens peuvent compter sur un tel programme.  <\/p>\n<p>La nouvelle entente avec Radio-Canada\/CBC va plus loin. Bien que la raison d\u2019\u00eatre d\u2019un r\u00e9gime de pensions soit de garantir un revenu \u00e0 la retraite, le n\u00f4tre s\u2019est comport\u00e9 de fa\u00e7on remarquable au cours des derni\u00e8res ann\u00e9es et a enregistr\u00e9 des surplus. Une des caract\u00e9ristiques de cette entente pr\u00e9voit que les exc\u00e9dents futurs seront partag\u00e9s moiti\u00e9-moiti\u00e9 entre l\u2019employeur et les participants au r\u00e9gime. Nous ne connaissons aucun autre r\u00e9gime de retraite \u00e0 prestations d\u00e9termin\u00e9es offrant une telle garantie. <\/p>\n<p><b>R\u00c9GIME DE SOINS DE SANT\u00c9<\/b><\/p>\n<p>Aucun employeur n\u2019est indiff\u00e9rent \u00e0 la croissance vertigineuse des co\u00fbts des soins de sant\u00e9 en Am\u00e9rique du Nord. Certains ont \u00e9limin\u00e9 diverses indemnit\u00e9s, ont r\u00e9duit la couverture de leur r\u00e9gime quand ils ne l\u2019ont pas carr\u00e9ment abolie ou qu\u2019ils n\u2019ont pas adopt\u00e9 d\u2019autres mesures tout aussi draconiennes. Ces d\u00e9penses sont bien r\u00e9elles et sont li\u00e9es tout autant \u00e0 l\u2019introduction de nouveaux soins m\u00e9dicaux et \u00e0 l\u2019augmentation des co\u00fbts des m\u00e9dicaments d\u2019ordonnance qu\u2019au transfert des responsabilit\u00e9s fiscales des gouvernements provinciaux. \u00c0 Radio-Canada\/CBC, l\u2019augmentation des co\u00fbts du r\u00e9gime est partiellement assum\u00e9e par le Conseil du Tr\u00e9sor qui impose toutefois un plafond \u00e0 l\u2019augmentation de sa contribution (r\u00e9cemment, aux environs de 2 \u00e0 4% par ann\u00e9e). Toute augmentation additionnelle doit \u00eatre financ\u00e9e \u00e0 m\u00eame le budget d\u2019exploitation de Radio-Canada, des sommes qui devraient normalement \u00eatre consacr\u00e9es \u00e0 la programmation et aux autres services de diffusion. Le Comit\u00e9 consultatif des avantages sociaux (CCAS) s\u2019efforce de maintenir les prestations \u00e0 des niveaux acceptables, s\u2019assure que les membres participants ne sont pas afflig\u00e9s ind\u00fbment par des augmentations subites des d\u00e9penses et voit \u00e0 ce qu\u2019ils obtiennent la couverture de services la plus \u00e9tendue possible. <\/p>\n<p>L\u2019entente conclue entre les syndicats et la Soci\u00e9t\u00e9 Radio-Canada\/CBC sur les soins de sant\u00e9 comporte deux volets : <\/p>\n<p>\u2022\tle taux de cotisation de la Soci\u00e9t\u00e9 au r\u00e9gime sera au moins identique \u00e0 celui du Conseil du Tr\u00e9sor plus 2 % (pas moins de 4 %) annuellement, et <\/p>\n<p>\u2022\t\u00e0 compter de 2010, les employ\u00e9s verseront 0,1 % de leurs augmentations salariales afin de cr\u00e9er et de maintenir un fonds sp\u00e9cial qui aidera \u00e0 payer les augmentations de co\u00fbts des avantages sociaux. Il s\u2019agira de la seule cotisation des employ\u00e9s au nouveau r\u00e9gime.<\/p>\n<p>Nous croyons que ces contributions associ\u00e9es \u00e0 une gestion responsable du programme d\u2019avantages sociaux suffiront pour maintenir le niveau exceptionnel de services offerts dans le cadre du r\u00e9gime de soins de sant\u00e9 de Radio-Canada. <\/p>\n<p><b>\u00c0 VOTRE TOUR DE PARLER<\/b><\/p>\n<p>Les membres de la Guilde auront l\u2019occasion de voter en ligne sur cette entente historique,  entre les 26 et 30 septembre.
