Les parties, qui ont discut\u00e9 de leurs int\u00e9r\u00eats respectifs, ont toutes deux \u00e9mis l&rsquo;avis que les choses pouvaient \u00eatre am\u00e9lior\u00e9es. La Soci\u00e9t\u00e9 a donc convenu d&rsquo;\u00e9laborer un processus permettant aux employ\u00e9s d&rsquo;exprimer leur int\u00e9r\u00eat lorsque de nouvelles affectations doivent \u00eatre attribu\u00e9es. Ce processus devrait \u00eatre mis en place d&rsquo;ici la fin septembre. Les parties estiment toutes deux que l&rsquo;affectation est un processus qui int\u00e9resse les personnes don\u2019t les comp\u00e9tences et l&rsquo;expertise correspondent \u00e0 celles requises par la t\u00e2che \u00e0 accomplir. D\u00e9sormais, le processus d;&rsquo;affectation comportera un entretien entre un repr\u00e9sentant de CBC\/Radio-Canada et l&#8217;employ\u00e9, entretien au cours duquel le poste et les exigences qui s&rsquo;y rattachent seront clairement expos\u00e9es \u00e0 ce dernier, ainsi que la raison pour laquelle l&#8217;employ\u00e9 a \u00e9t\u00e9 choisi; la dur\u00e9e de l&rsquo;affectation lui sera \u00e9galement pr\u00e9cis\u00e9e, si elle est connue. La conversation aura lieu suffisamment t\u00f4t et l&#8217;employ\u00e9 sera trait\u00e9 avec respect. Le texte complet est fourni en annexe.<br \/>\n____________________________________________________________________________________________<\/p>\n<p>Affectation <\/p>\n<p>Principes directeurs concernant l&rsquo;application de la dotation en personnel et de l&rsquo;affectation continue d&rsquo;un employ\u00e9 :<\/p>\n<p> &#8211; L&rsquo;affectation est un processus visant principalement \u00e0 affecter la bonne personne au travail qui doit \u00eatre fait, en tenant compte tant des exigences du poste que des comp\u00e9tences de la personne, de son exp\u00e9rience et de sa contribution g\u00e9n\u00e9rale \u00e0 la Soci\u00e9t\u00e9.  <\/p>\n<p>     &gt;   L&rsquo;affectation est un processus individuel, et la responsabilit\u00e9 de faire correspondre une personne \u00e0 une t\u00e2che ne doit pas \u00eatre prise \u00e0 la l\u00e9g\u00e8re. <\/p>\n<p>     &gt;   Les parties reconnaissent que les ressources ont des limites qui peuvent avoir des r\u00e9percussions sur l&rsquo;affectation. <\/p>\n<p>     &gt;  Tous les efforts seront mis en ouvre pour respecter la nature du travail d&rsquo;un employ\u00e9 et maintenir le niveau de responsabilit\u00e9 aff\u00e9rent. <\/p>\n<p> &#8211;  Les d\u00e9cisions en mati\u00e8re d&rsquo;affectation sont motiv\u00e9es par des besoins strat\u00e9giques et op\u00e9rationnels; elles doivent \u00eatre correctement pes\u00e9es pour assurer le succ\u00e8s de la Soci\u00e9t\u00e9. <\/p>\n<p>     &gt;   Les affectations ne sont pas arbitraires et seront effectu\u00e9es dans le contexte de l&rsquo;orientation future, tant pour la Soci\u00e9t\u00e9 que pour la personne.<\/p>\n<p>     &gt;   Certaines affectations peuvent reposer sur des crit\u00e8res plus ou moins subjectifs que des crit\u00e8res objectifs devraient venir contrebalancer, en particulier lorsque l&rsquo;affectation est d\u00e9cid\u00e9e sur la base de faits concrets (p. ex., la recherche sur les auditoires).<\/p>\n<p> &#8211;  Les parties reconnaissent la valeur d&rsquo;un processus d&rsquo;affectation transparent et \u00e9quitable. Les membres d&rsquo;un effectif qui ont le sentiment d&rsquo;avoir \u00e9t\u00e9 trait\u00e9s avec \u00e9quit\u00e9 et ouverture sont plus productifs et travaillent mieux ensemble. <\/p>\n<p>     &gt;   La transparence d&rsquo;un processus permet aux employ\u00e9s d&rsquo;exprimer leur int\u00e9r\u00eat pour des occasions d&rsquo;affectation disponible. La transparence pr\u00e9sente un avantage tant pour la Soci\u00e9t\u00e9 que pour l&#8217;employ\u00e9, car l&#8217;employeur peut ainsi mieux conna\u00eetre les comp\u00e9tences et les int\u00e9r\u00eats d&rsquo;un employ\u00e9, envisager son cheminement de carri\u00e8re et fournir des r\u00e9troactions. <\/p>\n<p>     &gt;   Un processus \u00e9quitable n\u00e9cessite l&rsquo;utilisation d&rsquo;une approche aussi coh\u00e9rente que possible. Cela signifie que tout employ\u00e9 r\u00e9affect\u00e9 doit raisonnablement s&rsquo;attendre \u00e0 avoir une discussion de tr\u00e8s grande qualit\u00e9 (voir ci-dessous) concernant la r\u00e9affectation, au cours de laquelle les motifs aff\u00e9rents seront clairement d\u00e9finis. <\/p>\n<p> &#8211; Les parties s&rsquo;engagent \u00e0 traiter de mani\u00e8re collaborative toute affectation per\u00e7ue comme \u00e9tant in\u00e9quitable.<\/p>\n<p>Processus <\/p>\n<p> &#8211; Les processus d&rsquo;affectation doivent \u00eatre clairs et efficaces, et inclure des efforts pour tenir compte des comp\u00e9tences, de l&rsquo;exp\u00e9rience et de l&rsquo;expertise. <\/p>\n<p> &#8211; Les outils disponibles pour faire correspondre une personne et un travail sont l&rsquo;affectation, l&rsquo;affichage de postes vacants, l&#8217;embauche sur une base contractuelle, de m\u00eame qu&rsquo;une formation et un d\u00e9veloppement adapt\u00e9s en vue de permettre aux employ\u00e9s de s&rsquo;acquitter de leurs t\u00e2ches avec succ\u00e8s. <\/p>\n<p> &#8211; La Soci\u00e9t\u00e9 s&rsquo;engage \u00e0 cr\u00e9er un processus, en consultation avec le syndicat, qui permette aux employ\u00e9s d&rsquo;exprimer leur int\u00e9r\u00eat pour des occasions d&rsquo;affectation disponible. Ce processus sera en place le 30 septembre 2010. <\/p>\n<p> &#8211; Toute discussion concernant une affectation devrait \u00eatre de grande qualit\u00e9.
