Les deux camps ont obtenu une entente sur les cong\u00e9s pour activit\u00e9s syndicales et sur la semaine de travail r\u00e9duite. Cette semaine, le comit\u00e9 de n\u00e9gociation de la Guilde se retrouve \u00e0 la table des n\u00e9gos avant de partir pour une s\u00e9rie de r\u00e9unions avec les membres \u00e0 partir du 4 juillet partout au pays. <\/p>\n<p>Notons que la Soci\u00e9t\u00e9 se pr\u00e9occupe de l\u2019arr\u00eat de deux semaines dans les n\u00e9gociations lorsque la Guilde m\u00e8ne le vote de gr\u00e8ve. Cependant, elle a vite refus\u00e9 notre proposition de prolonger la p\u00e9riode de conciliation de deux semaines. Une telle prolongation est seulement possible si les deux camps sont d\u2019accord. Son refus sugg\u00e8re qu\u2019elle se pr\u00e9occupe plut\u00f4t du vote que de la perte de temps pour n\u00e9gocier. <\/p>\n<p>Il faut que nos membres soient bien au courant des enjeux lors du vote (les 13 et 14 juillet) et, d\u00e8s le 18 juillet, nous retournerons \u00e0 la table des n\u00e9gos et travaillerons jour et nuit, et pendant les fins de semaine si n\u00e9cessaire, pour conclure une convention collective juste et \u00e9quitable. <\/p>\n<p>Pour ce faire, la Soci\u00e9t\u00e9 va devoir retirer sa proposition d\u2019embaucher de fa\u00e7on contractuelle presque tout employ\u00e9 \u00e0 l\u2019avenir. On a du mal \u00e0 comprendre les raisonnements \u00e9nonc\u00e9s par la Soci\u00e9t\u00e9. Les voici:<\/p>\n<p>1.\tLa valeur effective des budgets de la SRC\/CBC continue de baisser <\/p>\n<p>En fait, le budget de la Soci\u00e9t\u00e9 cette ann\u00e9e est de plus de 1,6 milliards $, ce qui est plus \u00e9lev\u00e9 que jamais. Pendant des ann\u00e9es, on nous a dit que les sacrifices des employ\u00e9s et les efforts \u00e0 montrer que la SRC\/CBC est une soci\u00e9t\u00e9 bien g\u00e9r\u00e9e assureraient un financement stable de la part du gouvernement. Le manque de r\u00e9ussite de la part de la direction ne justifie pas l\u2019embauche d\u2019une main d\u2019oeuvre jetable. Le fait de recevoir, ou non, des augmentations dans le financement du gouvernement selon le taux de l\u2019inflation ne change rien du mandat fondamental du radiodiffuseur public. <\/p>\n<p>2.\tLes cycles de programmation \u00e0 la radio et \u00e0 la t\u00e9l\u00e9 deviennent plus courts. La SRC\/CBC doit renouveler sa programmation plus souvent, de fa\u00e7on ponctuelle, et sans pouvoir garantir la survie d\u2019une \u00e9mission au-del\u00e0 d\u2019une ann\u00e9e ou deux. <\/p>\n<p>La longueur d\u2019un cycle de programmation n\u2019a rien \u00e0 faire avec une main-d\u2019oeuvre permanente. Sauf si la Soci\u00e9t\u00e9 veut cong\u00e9dier tous les employ\u00e9s actuels lors d\u2019une annulation ou d\u2019un changement d\u2019un programme, le cycle n\u2019a rien \u00e0 faire avec le statut des employ\u00e9s. Rappelons que la Soci\u00e9t\u00e9 nous a assur\u00e9 qu\u2019il n\u2019y aura aucun impact sur les employ\u00e9s permanents actuels. \u00c7a veut donc dire que les employ\u00e9s permanents actuels eux aussi travailleront dans ce \u00ab nouveau cycle de programmation. \u00bb<\/p>\n<p>3.\tLa SRC\/CBC doit \u00eatre en mesure de modifier les formats et les structures, de placer les bonnes personnes aux bons endroits et de d\u00e9placer les ressources plus rapidement qu\u2019auparavant. <\/p>\n<p>Voyons donc ! Depuis des d\u00e9cennies, la SRC\/CBC modifie les formats et les structures, et d\u00e9place les employ\u00e9s et les ressources. Compte tenu que les employ\u00e9s permanents actuels continueront de travailler dans ces nouveaux formats et structures, comment peut-on justifier la proposition de la Soci\u00e9t\u00e9?<\/p>\n<p>La Guilde est pr\u00eate \u00e0 r\u00e9pondre aux besoins particuliers d\u2019embaucher des employ\u00e9s temporaires si et quand la Soci\u00e9t\u00e9 d\u00e9cide de partager ses besoins avec nous.
