La gr\u00e8ve d\u2019un jour tenue \u00e0 la fin du mois de mai par des milliers de travailleurs a r\u00e9ussi \u00e0 faire reculer en partie ceux qui allaient proc\u00e9der \u00e0 d\u2019importantes mises \u00e0 pied et \u00e0 des initiatives de privatisation. Cette gr\u00e8ve a interrompu la diffusion d\u2019\u00e9missions tr\u00e8s populaires. L\u2019arr\u00eat de travail a aussi d\u00e9montr\u00e9 la solidarit\u00e9 des employ\u00e9s face \u00e0 une attaque contre une des principales sources d\u2019information de qualit\u00e9 au monde.<\/p>\n<p>Les syndicats qui repr\u00e9sentent les employ\u00e9s de la BBC ont promis qu\u2019il y aurait d\u2019autres gr\u00e8ves si la Soci\u00e9t\u00e9 n\u2019abandonne pas son projet d\u2019imposer d\u2019importantes mises \u00e0 pied d\u2019ici 2007. Les journalistes de la BBC soutiennent, et avec raison, qu\u2019on ne peut pas r\u00e9duire le personnel de 20% et s\u2019attendre \u00e0 la m\u00eame qualit\u00e9, m\u00eame si les mod\u00e8les de gestion incitent \u00e0 proc\u00e9der de cette fa\u00e7on. <\/p>\n<p>Le directeur g\u00e9n\u00e9ral de la BBC, Mark Thompson, a dit que le milliard de dollars \u00e9conomis\u00e9 gr\u00e2ce aux compressions de personnel sera d\u00e9pens\u00e9 dans la programmation et le contenu. La direction de la BBC veut prouver aux politiciens qu\u2019elle peut optimiser ses ressources. Est-ce que ce discours vous est familier? <\/p>\n<p>Au Canada, on conna\u00eet tr\u00e8s bien ce petit man\u00e8ge. La SRC\/CBC diminue \u00e0 vue d\u2019oeil depuis environ 20 ans \u00e0 cause des \u00e9normes compressions dans les budgets d\u2019exploitation accord\u00e9s par Ottawa dans les ann\u00e9es 1990. Depuis ce temps, ces sommes n\u2019ont jamais \u00e9t\u00e9 r\u00e9inject\u00e9es et le financement est rest\u00e9 fixe. Les dirigeants de la SRC\/CBC ont r\u00e9agi en devenant des adeptes du mythe de la r\u00e9duction des effectifs. Cette logique veut que si nous rapetissons pour s\u2019adapter aux compressions budg\u00e9taires et que nous continuons de travailler efficacement, il y aura une r\u00e9compense pour la SRC\/CBC dans le prochain budget f\u00e9d\u00e9ral. \u00c7a n\u2019a pas fonctionn\u00e9.<\/p>\n<p>Ce qui en r\u00e9sulte, c\u2019est une SRC\/CBC r\u00e9duite. Un point c\u2019est tout.<br \/>\nElle a \u00e9t\u00e9 charcut\u00e9 et privatis\u00e9, un bout \u00e0 la fois, pour composer avec les diff\u00e9rentes crises budg\u00e9taires.  Des bulletins de nouvelles r\u00e9gionales de qualit\u00e9 ont fait partie des premi\u00e8res victimes. Mais les premiers \u00e0 tomber sous le couperet ont \u00e9t\u00e9 les bulletins de fin de soir\u00e9e. Ensuite, les bulletins locaux de 18 heures ont \u00e9t\u00e9 \u00e9court\u00e9. <\/p>\n<p>Les dramatiques ont \u00e9t\u00e9 guillotin\u00e9. Jusqu\u2019au milieu des ann\u00e9es 1980, la CBC r\u00e9alisait des douzaines de productions dramatiques de qualit\u00e9 par ann\u00e9e. Aujourd\u2019hui, il ne reste plus de r\u00e9alisateur sp\u00e9cialis\u00e9 en dramatique. La CBC pr\u00e9voit se d\u00e9barrasser de plusieurs des accessoires qui \u00e9taient utilis\u00e9s lors de ces \u00e9missions. La plupart des \u00e9missions qui ne sont pas \u00e0 caract\u00e8re informatives que vous voyez \u00e0 la CBC sont achet\u00e9es \u00e0 des producteurs ind\u00e9pendants qui n\u2019ont pas n\u00e9cessairement le diffuseur public \u00e0 coeur.<\/p>\n<p>En information, les employ\u00e9s de la SRC\/CBC produisent des \u00e9missions avec tr\u00e8s peu de budget et avec des \u00e9quipes r\u00e9duites qui donnent leur maximum pour offrir un produit de qualit\u00e9 malgr\u00e9 le contexte.<\/p>\n<p>Le mois dernier, la CBC a annonc\u00e9 son intention d\u2019abolir son service de publicit\u00e9 et de donner ce travail \u00e0 une firme priv\u00e9e. Cette mesure touche les gens qui font la promotion des \u00e9missions cr\u00e9\u00e9es par la CBC et qui sont en contact direct avec le public lors d\u2019\u00e9v\u00e9nements communautaires partout au pays. On pourrait penser que ce travail devrait \u00eatre fait par des gens qui connaissent la programmation de la CBC et qui comprennent la radiodiffusion publique. Mais pour \u00e9conomiser, la CBC a d\u00e9cider qu\u2019elle allait sabrer dans les relations avec l\u2019auditoire et faire effectuer ce travail par une firme priv\u00e9e.<\/p>\n<p>La CBC esp\u00e8re injecter ces \u00e9conomies dans sa programmation d\u2019\u00e9missions de t\u00e9l\u00e9vision dramatiques qui seront, bien s\u00fbr, achet\u00e9es ailleurs. Le cycle des compressions se poursuit. Comment donc le diffuseur public canadien s\u2019acquitte-t-il du mandat de cr\u00e9er de la programmation ind\u00e9pendante et s\u00e9rieuse s\u2019il d\u00e9l\u00e8gue la r\u00e9alisation et la promotion de ses \u00e9missions ?<\/p>\n<p>Comme leurs coll\u00e8gues de la BBC, les employ\u00e9s de la SRC\/CBC se sentent souvent comme les derniers d\u00e9fenseurs de cette institution \u00e0 laquelle les Canadiens tiennent et \u00e0 qui ils font confiance. Or, ces employ\u00e9s sont aussi menac\u00e9s. Les pr\u00e9sentes n\u00e9gociations portent en partie sur l\u2019objectif de la SRC\/CBC d\u2019avoir tout son personnel \u00e0 contrat et d\u2019\u00e9liminer les emplois permanents dans certains services de la Soci\u00e9t\u00e9. Il s\u2019agit de cr\u00e9er une entreprise selon le mod\u00e8le de gestion qui n\u2019a rien \u00e0 faire de ces engagements encombrants envers son personnel, sans la m\u00e9moire collective et, finalement, sans cette facult\u00e9 de d\u00e9velopper une vision \u00e0 long terme et coh\u00e9rente.<\/p>\n<p>Entretemps, je dis bravo aux employ\u00e9s de la BBC dont le travail est devenu un crit\u00e8re d\u2019excellence partout dans le monde en ce qui a trait \u00e0 une information de qualit\u00e9, neutre et sans filtre.
