Ils ont \u00e9t\u00e9 boulevers\u00e9s l\u2019ann\u00e9e pr\u00e9c\u00e9dente par l\u2019annulation soudaine d\u2019\u00e9missions et par des mises \u00e0 pied. Ce qui est encore plus troublant c\u2019est le fait que la nouvelle haute direction s\u2019affairait seule \u00e0 une \u00ab r\u00e9vision strat\u00e9gique \u00bb de l\u2019organisation sans profiter de la contribution des employ\u00e9s qui produisent les \u00e9missions pour le public.<\/p>\n<p>Ces m\u00eames employ\u00e9s ont pondu leur propre document de base et, avec le d\u00e9sir d\u2019amorcer une nouvelle \u00e8re de consultation et de coop\u00e9ration, ils l\u2019ont pr\u00e9sent\u00e9 \u00e0 la haute direction ainsi qu\u2019au ministre responsable de TVOntario, Kathleen Wynne.<\/p>\n<p>Mais cette nouvelle \u00e8re ne verra pas le jour.<\/p>\n<p>Deux ans plus tard et \u00e0 la suite d\u2019autres annulations d\u2019\u00e9missions et de d\u00e9parts d\u2019employ\u00e9s, 80% des employ\u00e9s membres de la GCM ont donn\u00e9 un mandat de gr\u00e8ve \u00e0 leur comit\u00e9 de n\u00e9gociations. L\u2019enjeu  principal? Le refus de la part de la direction de TVO de promettre qu\u2019il y aura une consultation des employ\u00e9s et de leur syndicat avant de faire tout changement important qui toucherait le t\u00e9l\u00e9diffuseur public.<\/p>\n<p>\u00ab Notre pr\u00e9sente convention collective exige que l\u2019employeur est tenu de donner autant d\u2019avis que possible lorsque vient le temps de proc\u00e9der \u00e0 des mises \u00e0 pied \u00bb, a d\u00e9clar\u00e9 le pr\u00e9sident de la sous-section de TVO \u00e0 la Guilde, David Hawkins. \u00ab Notre intention est de tenter de minimiser l\u2019impact en trouvant d\u2019autres solutions que des pertes d\u2019emplois et de diminuer le nombre d\u2019employ\u00e9s qui doivent quitter. \u00bb<\/p>\n<p>\u00ab Malheureusement, en 2005, \u00ab autant d\u2019avis que possible \u00bb signifiait que le syndicat avait \u00e9t\u00e9 pr\u00e9venu la veille de l\u2019annonce des mises \u00e0 pied. \u00bb<\/p>\n<p>Le syndicat a contest\u00e9 la fa\u00e7on dont le tout s\u2019est d\u00e9roul\u00e9 et il a n\u00e9goci\u00e9 une r\u00e9solution avec l\u2019employeur pendant l\u2019arbitrage. Ce qu\u2019il faut maintenant, c\u2019est une vraie consultation du syndicat afin de ne pas r\u00e9p\u00e9ter les erreurs du pass\u00e9.<\/p>\n<p>\u00c0 la suite de la s\u00e9paration de TVO et de TFO l\u2019an dernier, les employ\u00e9s des deux organisations n\u00e9gocient leur propre convention collective avec leur employeur respectif. Les pourparlers \u00e0 TVO ont une l\u00e9g\u00e8re longueur d\u2019avance par rapport aux n\u00e9gociations \u00e0 TFO. Mais il y a un risque d\u2019arr\u00eat de travail seulement \u00e0 TVO. <\/p>\n<p>Le document de base de 2006 est le fruit des efforts des employ\u00e9s des services anglais et fran\u00e7ais en plus des techniciens qui sont membres du Syndicat canadien des communications, de l\u2019\u00e9nergie et du papier. L\u2019id\u00e9e que TVO et TFO devraient focaliser uniquement sur la production d\u2019\u00e9missions enti\u00e8rement ontariennes destin\u00e9es \u00e0 la t\u00e9l\u00e9vision et \u00e0 Internet a fait l\u2019unanimit\u00e9. <\/p>\n<p>\u00ab Nous avons plein d\u2019id\u00e9es de nouvelles \u00e9missions, de nouvelles fa\u00e7ons d\u2019int\u00e9resser les Ontariens et de nouvelles initiatives pour cr\u00e9er des partenariats afin d\u2019augmenter la visibilit\u00e9 de TVOntario aupr\u00e8s du grand public \u00bb, affirment les employ\u00e9s. <a href=\"http:\/\/www.cmg.ca\/FutureofTVOFR.pdf\">(Cliquez ici pour lire le rapport complet.)<\/a><\/p>\n<p>L\u2019incertitude qui r\u00e8gne au sein des employ\u00e9s de TVO ne s\u2019est pas att\u00e9nu\u00e9e. Le \u201cStrategic Agenda\u201d (Plan strat\u00e9gique) rendu public au milieu de l\u2019ann\u00e9e 2006 par la direction ne contient pas un plan pour l\u2019avenir sauf pour sugg\u00e9rer que l\u2019Internet serait exploit\u00e9 au maximum. La p-dg Lisa de Wilde, qui a \u00e9t\u00e9 reconduite dans ses fonctions ce mois-ci pour un deuxi\u00e8me mandat, a d\u00e9cid\u00e9 de focaliser sur une diffusion presque exclusive des \u00e9missions de TVO sur la toile.<\/p>\n<p>Les employ\u00e9s de TVO ne sont pas les seuls \u00e0 vivre dans l\u2019incertitude face \u00e0 ce que leur r\u00e9serve les nouveaux m\u00e9dias. M. Hawkins a assist\u00e9 r\u00e9cemment \u00e0 une conf\u00e9rence de la Guilde des employ\u00e9s de journaux au Rhode Island. \u00ab Nous ne sommes pas les seuls \u00e0 vivre ce malaise caus\u00e9 par les nouveaux m\u00e9dias. J\u2019ai vraiment pris conscience de la situation lorsque des coll\u00e8gues syndicalistes r\u00e9alisaient des perc\u00e9es sur les m\u00eames questions qui nous ont pouss\u00e9 \u00e0 recevoir un mandat de gr\u00e8ve. \u00bb<\/p>\n<p>\u00ab Il y a des unit\u00e9s de n\u00e9gociations \u00e0 la GEJ qui r\u00e9ussissent \u00e0 n\u00e9gocier des clauses dans leur convention collective qui assurent une d\u00e9marche \u00e9quitable afin de s\u2019adapter \u00e0 des nouvelles m\u00e9thodes de travail, explique M. Hawkins. Les dispositions incluent la consultation, la planification ouverte et inclusive, de la formation plus cibl\u00e9e et une interdiction d\u2019appliquer des mesures disciplinaires lorsqu\u2019une affectation \u00e0 un projet Web a \u00e9t\u00e9 mal con\u00e7u. <\/p>\n<p> \u00ab Nous voyons un avenir prometteur pour TVO et nous voulons participer pleinement \u00e0 son rayonnement, a d\u00e9clar\u00e9 M. Hawkins. \u00ab Mais nous craignons que le t\u00e9l\u00e9diffuseur public devienne de moins en mois pertinent pour les Ontariens si on assiste \u00e0 l\u2019extermination progressive de ce qui les touche le plus : des \u00e9missions de t\u00e9l\u00e9vision originale r\u00e9alis\u00e9es ici. La direction traite les employ\u00e9s comme  un fardeau et non une force cr\u00e9atrice qui fait le renom de l\u2019entreprise. \u00bb<\/p>\n<p>\u00ab Nous croyons toutefois que le besoin de coop\u00e9rer dans le domaine des nouveaux m\u00e9dias fera surface et ainsi nous verrons dispara\u00eetre le besoin de la direction de tout contr\u00f4ler \u00bb, note M.
