En tant que nouvelle pr\u00e9sidente (relativement, puisque \u00e7a fait quatre ans que je le suis), je me suis souvent demand\u00e9 comment je trouverais les mots justes au moment voulu. Apr\u00e8s tout, les dirigeants syndicaux ne sont que des b\u00e9n\u00e9voles propuls\u00e9s au sommet, relev\u00e9s pour un temps de leur v\u00e9ritable fonction (celle de reporter de longue date dans mon cas) pour pouvoir endosser un r\u00f4le \u00ab\u00a0politique\u00a0\u00bb. C\u2019est un r\u00f4le qui peut \u00eatre lourd \u00e0 assumer en des temps difficiles \u2013 et nous vivons des temps difficiles. \u00c7a m\u2019est apparu tr\u00e8s clairement la semaine pass\u00e9e quand Hubert Lacroix, le pr\u00e9sident de Radio-Canada, a annonc\u00e9 qu\u2019il allait supprimer autour de 1\u00a0500 emplois au cours des cinq prochaines ann\u00e9es. Comme tout le monde dans la salle, je suis rest\u00e9e sans voix\u2026 mais pas pour longtemps.<\/p>\n<p>Notre r\u00e9action s\u2019expliquait en partie par la conclusion enjou\u00e9e du courriel dans lequel il annon\u00e7ait la tenue du d\u00e9bat public \u2013 en anglais, il a sign\u00e9\u00a0: \u00ab\u00a0Cheers, Hubert\u00a0\u00bb. De plus, ses remarques liminaires optimistes\u00a0\u2013 qu\u2019il s\u2019agissait d\u2019un \u00ab\u00a0jour heureux\u00a0\u00bb, porteur de\u00a0\u00ab\u00a0bonnes nouvelles\u00a0\u00bb en laissaient esp\u00e9rer\u00a0de meilleures\u2026 pour moi, en tout cas.<\/p>\n<p>La partie relative au bon c\u00f4t\u00e9 des choses m\u2019\u00e9chappe encore\u00a0: des d\u00e9clarations \u00e0 l\u2019effet qu\u2019il sera possible d\u2019\u00e9quilibrer le budget en cinq ans. Le mauvais c\u00f4t\u00e9? Cette partie-l\u00e0 me fait l\u2019effet d\u2019un coup de poing dans le ventre \u2013 Hubert Lacroix a calmement annonc\u00e9 les compressions les plus brutales jamais subies par Radio-Canada en ses 70 ans d\u2019histoire : l\u2019\u00e9limination de 1\u00a0500 emplois pour forger un radiodiffuseur all\u00e9g\u00e9 et plus \u00ab\u00a0agile\u00a0\u00bb d\u2019ici 2020. Cela, deux mois seulement apr\u00e8s l\u2019annonce d\u2019importantes coupes dans les actualit\u00e9s, la musique,\u00a0la programmation locale, les sports&#8230;<\/p>\n<p>Des milliers d\u2019employ\u00e9s de tout le Canada ruminant silencieusement l\u2019information, essayant de faire la part des choses et de voir le \u00ab\u00a0bon\u00a0\u00bb c\u00f4t\u00e9 \u00a0de la situation ou se demandant si par hasard on aurait mal entendu.<\/p>\n<p>Quand j\u2019ai r\u00e9alis\u00e9 qu\u2019on allait en rester l\u00e0, quelque chose m\u2019a pouss\u00e9e \u00e0 me lever et \u00e0 demander \u00ab\u00a0Au lieu d\u2019\u00e9liminer des emplois, pourquoi ne pas se battre pour un financement plus important?\u00a0\u00bb. R\u00e9ponse d\u2019Hubert Lacroix\u00a0: sa demande en ce sens n\u2019avait abouti \u00e0 rien, alors que pouvait-il faire d\u2019autre? La figure d\u2019un ancien pr\u00e9sident de Radio-Canada passa dans mon esprit (le fier Tony Manera qui avait donn\u00e9 sa d\u00e9mission en signe de protestation dans les ann\u00e9es 90) et les d\u00e9missions de fonctionnaires admirables comme\u00a0Munir Sheikh, ancien statisticien en chef du Canada et dernier d\u00e9missionnaire en date.\u00a0\u00ab\u00a0D\u00e9missionner en signe de protestation?\u00a0\u00bb ai-je sugg\u00e9r\u00e9. Des applaudissements diffus ont salu\u00e9 ma suggestion. J\u2019\u00e9tais loin de me douter\u00a0des tourments que j\u2019allais endurer.<\/p>\n<p>Hubert Lacroix\u00a0a expliqu\u00e9 pourquoi la d\u00e9mission ne lui semblait pas \u00eatre une solution. Ayant eu une longue et brillante carri\u00e8re d\u2019avocat d\u2019affaires avant d\u2019entrer \u00e0 Radio-Canada, il n\u2019eut aucun mal \u00e0 trouver les mots qu\u2019il fallait. La presse a rapport\u00e9 que \u00ab\u00a0Le seul aspect prometteur de la r\u00e9union de Radio-Canada de jeudi a \u00e9t\u00e9 l\u2019opposition r\u00e9solue du personnel\u00a0\u00bb. Pendant ce temps,\u00a0le pr\u00e9sident de Radio-Canada campait sur ses positions en d\u00e9clarant aux reporters\u00a0: \u00ab\u00a0La question n\u2019est pas celle des suppressions d\u2019emplois. C\u2019est une question de vision, de mod\u00e8le financier durable\u00a0\u00bb. \u00c7a faisait des semaines que des membres de la GCM\u00a0demandaient au conseil d\u2019administration de Radio-Canada (dont Hubert Lacroix est membre)\u00a0tant en groupe qu\u2019individuellement, de\u00a0venir nous rencontrer, de se joindre au syndicat pour d\u00e9fendre le radiodiffuseur public ou juste d\u2019\u00e9couter ce que nous avions \u00e0 dire \u2013 en vain.<\/p>\n<p>\u00c0 l\u2019issue de la r\u00e9union, j\u2019ai \u00e9t\u00e9 entour\u00e9e par des coll\u00e8gues qui br\u00fblaient de dire la m\u00eame chose. Mon commentaire favori\u00a0: le laconique \u00ab\u00a0magnifique\u00a0\u00bb.<\/p>\n<p>Puis, un d\u00e9luge de tweets et des phrases lapidaires\u00a0:<br \/>\n&#8211; Merci d\u2019avoir \u00e9t\u00e9 courageuse et d\u2019avoir dit les choses comme elles sont. Ne renoncez pas!<br \/>\n&#8211; Vous avez exprim\u00e9 l\u2019avis de la majorit\u00e9 d\u2019entre nous<br \/>\n&#8211; Je voulais juste vous dire bravo<br \/>\n&#8211; \u2026vous avez bien r\u00e9pondu \u00e0 Hubert et Heather en disant tout ce que nous, les travailleurs, aurions voulu dire<\/p>\n<p>Et ensuite, des courriels un peu plus d\u00e9taill\u00e9s\u00a0:<br \/>\n&#8211; C\u2019est le moment ou jamais de mettre le pr\u00e9sident et son conseil d\u2019administration dans une position inconfortable. Tout conseil d\u2019administration qui donne sans arr\u00eat de mauvaises nouvelles \u00e0 ses actionnaires devrait \u00eatre forc\u00e9 de d\u00e9missionner.<br \/>\n&#8211; On a l\u2019impression qu\u2019Hubert et Heather sont compl\u00e8tement d\u00e9connect\u00e9s. \u00c7a n\u2019a rien d\u2019une vision; c\u2019est juste un autre plan d\u2019\u00e9quilibrage de budget\u2026 ils se cramponnent, c\u2019est tout.<br \/>\n&#8211; Je doute qu\u2019ils aient saisi l\u2019ampleur actuelle du m\u00e9contentement des travailleurs.<br \/>\n&#8211; Ils sont sur le point de nous fourrer et on n\u2019est pas oblig\u00e9s de les aider.<\/p>\n<p>Un petit rappel\u00a0:<br \/>\n&#8211; Nombre d\u2019entre nous se demandaient ce que faisait la Guilde au sujet des compressions et aujourd\u2019hui, vous avez parl\u00e9 franchement.<\/p>\n<p>Et pour finir, ce commentaire pr\u00e9monitoire\u00a0:<br \/>\n&#8211; &#8230;Ce sont des temps difficiles pour \u00eatre dans la position o\u00f9 vous \u00eates. Ne prenez pas les critiques personnellement\u2026<\/p>\n<p>Les messages continuaient d\u2019arriver dans une sorte d\u2019euphorie en appui \u00e0 ce qui devait \u00eatre dit\u2026<\/p>\n<p>Ce qui devait \u00eatre dit?<\/p>\n<p>Comme dans tout ce qui est politique, il y a des divergences d\u2019opinions, et j\u2019allais bient\u00f4t entendre un autre son de cloche. Pas tr\u00e8s fort, mais une couple de personnes \u00e9taient contrari\u00e9es\u00a0que j\u2019aie \u00ab\u00a0mis le pr\u00e9sident de Radio-Canada dans l\u2019embarras\u00a0\u00bb. Un membre \u00e9tait si f\u00e2ch\u00e9 qu\u2019il a lanc\u00e9 une p\u00e9tition me demandant de d\u00e9missionner \u00e0 la place d\u2019Hubert Lacroix;\u00a0et un ab\u00eeme s\u2019est ouvert entre moi et un coll\u00e8gue de longue date, furieux que j\u2019aie exprim\u00e9 le fond de ma pens\u00e9e.<\/p>\n<p>Je pourrais dire que le r\u00f4le de pr\u00e9sidente de syndicat est d\u2019\u00eatre forte et non d\u2019\u00eatre populaire, mais ce n\u2019est pas tout \u00e0 fait vrai, puisqu\u2019il faut \u00eatre populaire pour se faire \u00e9lire.
