{"id":31701,"date":"2020-09-23T16:49:09","date_gmt":"2020-09-23T20:49:09","guid":{"rendered":"https:\/\/www.cmg.ca\/fr\/?p=31701"},"modified":"2023-06-03T14:49:07","modified_gmt":"2023-06-03T18:49:07","slug":"sous-section-radio-canada-options-de-conges-speciaux-pendant-la-covid","status":"publish","type":"post","link":"https:\/\/cmg.ca\/fr\/nouvelles\/sous-section-radio-canada-options-de-conges-speciaux-pendant-la-covid\/","title":{"rendered":"Sous-section Radio-Canada &#8211; Options de cong\u00e9s sp\u00e9ciaux pendant la COVID"},"content":{"rendered":"<p><span style=\"font-family: 'Arial',sans-serif\"><strong>Notre syndicat tient \u00e0 rappeler aux membres que le CONG\u00c9 SP\u00c9CIAL demeure une disposition importante de la convention collective.<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'Arial',sans-serif\">Chers.\u00e8res membres,<\/span><\/p>\n<p><span style=\"font-family: 'Arial',sans-serif\">En raison des nombreuses r\u00e9percussions de la pand\u00e9mie de Covid-19 sur les membres, il est essentiel que vous soyez au courant de l&rsquo;ensemble des possibilit\u00e9s de cong\u00e9 qui sont \u00e0 votre disposition. La Guilde constate avec inqui\u00e9tude que le guide de CBC\/Radio-Canada pour les employ\u00e9s sur iO ne mentionne pas le cong\u00e9 sp\u00e9cial comme \u00e9tant une option, et que la direction\/les Ressources humaines ne disent pas aux membres qu&rsquo;ils ont droit \u00e0 un cong\u00e9 sp\u00e9cial tel que d\u00e9fini dans l&rsquo;article 72 de notre convention collective.<\/span><\/p>\n<p><span style=\"font-family: 'Arial',sans-serif\">Avec le d\u00e9but de l&rsquo;ann\u00e9e scolaire, beaucoup de membres qui sont parents ou tuteurs d&rsquo;enfants en \u00e2ge scolaire se pr\u00e9parent aux diverses \u00e9ventualit\u00e9s.<\/span><\/p>\n<p><span style=\"font-family: 'Arial',sans-serif\">Par exemple, que se passe-t-il si la classe ou l&rsquo;\u00e9cole de votre enfant ferme \u00e0 cause de la Covid-19, ou si l\u2019enfant doit rester \u00e0 la maison jusqu&rsquo;\u00e0 ce qu&rsquo;un r\u00e9sultat de test n\u00e9gatif puisse \u00eatre produit ou jusqu\u2019\u00e0 ce que les sympt\u00f4mes disparaissent ?<\/span><\/p>\n<p><span style=\"font-family: 'Arial',sans-serif\">Ce ne sont l\u00e0 que deux exemples de situations potentielles pour lesquelles il existe diff\u00e9rentes options de cong\u00e9 \u00e0 envisager pour les membres, y compris le cong\u00e9 sp\u00e9cial.<\/span><\/p>\n<p><span style=\"font-family: 'Arial',sans-serif\">&nbsp;En vertu de l&rsquo;article 72.1 de la convention collective :<\/span><\/p>\n<p><em><b><span style=\"font-family: 'Arial',sans-serif\">Les cong\u00e9s sp\u00e9ciaux ont pour objet d\u2019aider les membres du personnel qui font face \u00e0 une situation imm\u00e9diate ou s\u00e9rieuse dans leur vie \u00e0 l\u2019ext\u00e9rieur du travail, comme des probl\u00e8mes personnels ou des situations impr\u00e9vues qui les touchent ou touchent leur famille imm\u00e9diate \u2013 y compris les soins d\u2019enfants, les soins aux a\u00een\u00e9s, les urgences personnelles, les urgences familiales et la maladie dans la famille imm\u00e9diate.<\/span><\/b><\/em><\/p>\n<p><u><span style=\"font-family: 'Arial',sans-serif\">Fonctionnement du cong\u00e9 sp\u00e9cial<\/span><\/u><\/p>\n<p><span style=\"font-family: 'Arial',sans-serif\">Les demandes de cong\u00e9 sp\u00e9cial doivent \u00eatre faites aupr\u00e8s de votre gestionnaire, au moyen d\u2019un formulaire en ligne, qui se trouve sur iO <strong>sous l&rsquo;onglet<\/strong> <strong>\u00ab Infos utiles \u00bb &#8211; \u00ab Formulaires \u00bb.<\/strong> Si le cong\u00e9 sp\u00e9cial est refus\u00e9, la raison doit vous \u00eatre communiqu\u00e9e par \u00e9crit si vous le demandez. La Guilde recommande aux membres de faire cette demande pour faciliter le nouveau processus de r\u00e8glement acc\u00e9l\u00e9r\u00e9. Une fois que vous avez la raison par \u00e9crit, discutez-en avec votre gestionaire. Si le refus est maintenu, les employ\u00e9s peuvent faire appel par \u00e9crit, aupr\u00e8s de leur gestionnaire local.e, des Ressources humaines et du.de la repr\u00e9sentant.e syndical.e dans un d\u00e9lai de trois (3) jours ouvrables. Si vous devez faire appel d&rsquo;un refus de cong\u00e9 sp\u00e9cial, veuillez communiquer imm\u00e9diatement avec un.e repr\u00e9sentant.e syndical.e local.e pour obtenir de l&rsquo;aide.&nbsp;&nbsp;<\/span><\/p>\n<p><span style=\"font-family: 'Arial',sans-serif\">Il est \u00e9vident que la n\u00e9cessit\u00e9 d&rsquo;un cong\u00e9 sp\u00e9cial se fait souvent sentir dans les <strong>situations d&rsquo;urgence<\/strong>. Dans de tels cas, il est recommand\u00e9 de faire savoir \u00e0 votre gestionnaire que vous avez besoin de cette journ\u00e9e (au moins), pour faire face \u00e0 la situation, et que vous pr\u00e9senterez votre formulaire de demande de cong\u00e9 sp\u00e9cial d\u00e8s que possible.&nbsp;<\/span><\/p>\n<p><span style=\"font-family: 'Arial',sans-serif\">Il n&rsquo;y a <strong>pas de limite prescrite<\/strong> en termes de nombre de jours de cong\u00e9 sp\u00e9cial qui peuvent \u00eatre accord\u00e9s \u00e0 un membre, mais selon la raison pour laquelle vous avez besoin du cong\u00e9 et la dur\u00e9e requise, votre cong\u00e9 total peut finir par \u00eatre une combinaison de cong\u00e9s sp\u00e9ciaux (qui sont des jours pay\u00e9s) et d&rsquo;autres types de cong\u00e9 (y compris le cong\u00e9 annuel, les cong\u00e9s compensatoires, ou le cong\u00e9 non pay\u00e9).&nbsp;<\/span><\/p>\n<p><u><span style=\"font-family: 'Arial',sans-serif\">Un mot sur le cong\u00e9 personnel f\u00e9d\u00e9ral et le cong\u00e9 sp\u00e9cial<\/span><\/u><\/p>\n<p><span style=\"font-family: 'Arial',sans-serif\">Notre syndicat est pr\u00e9occup\u00e9 par le fait que la direction a tendance \u00e0 amalgamer les nouvelles dispositions f\u00e9d\u00e9rales sur le cong\u00e9 personnel et les dispositions sur les cong\u00e9s sp\u00e9ciaux des membres. Les employ\u00e9s sous r\u00e9glementation f\u00e9d\u00e9rale (dont les employ\u00e9s de CBC\/Radio-Canada) ont d\u00e9sormais droit \u00e0 cinq (5) jours de cong\u00e9 personnel (3 pay\u00e9s, 2 non pay\u00e9s) par ann\u00e9e civile. Ce cong\u00e9 f\u00e9d\u00e9ral est con\u00e7u pour des situations personnelles comme le traitement d&rsquo;une blessure ou d&rsquo;une maladie, les obligations de soins pour un membre de la famille et la gestion de toute situation urgente. Ce sont l\u00e0 quelques-unes des m\u00eames raisons pour lesquelles les employ\u00e9s demandent un cong\u00e9 sp\u00e9cial, et vous pouvez <strong>vous pr\u00e9valoir<\/strong> <strong>des deux<\/strong> si cela s\u2019av\u00e8re n\u00e9cessaire.
